Handicap International Federation (HI) is an independent and impartial aid organization, created in 1982, working across 63 countries. HI works alongside the vulnerable populations, whatever the context, taking action to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. Present in Nepal since 2000, HI works through a network of local partner organizations in the area of health and physical rehabilitation, inclusive education and resilience including emergency response to improve the living conditions and involvement of the most vulnerable populations in Nepal. 

HI Nepal invites application for the following position: 

1. Operations Manager – 1 position 

Mission: The Operations Manager (Head of Operations) contributes to the implementation of the mandate and the 10-year strategy of Handicap International (Humanity & Inclusion) in Nepal Programme. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms.He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

Location: Country Office, Kathmandu, Nepal

Key Responsibilities:

  • Responsible for developing and implementing, the projects part of the Programme operational strategy for Nepal Programme.
  • Deploy all adequate tools that will allow project monitoring in the Programme, financial controlling and compliance with HI policies and frameworks (in particular HI Project Monitoring & Evaluation policy), and the respect of contractual obligation towards donors.
  • Contribute to monitor and analyse context developments in his/her geographical area, in order to identify operational risks and opportunities, and proposes actions to the Country Director.
  • As a senior management, contribute to organizational transformation in line with Lean, Shared Services and ROOTS projects.
  • Set up a team spirit and team functioning guaranteeing synergies and exchange of good practices between the Project managers, the shared service managers and with head office colleagues.
  • Recruit and contribute to the professional development, autonomy and well-being at work of the project managers : in link with the corresponding professional channels, set formalized individual objectives, ensure coherence between HI’s needs and competencies and motivation of his/her teams, develop and monitor competence development plan, evaluate individual performance, contribute to career evolution. 
  • Ensure that HI technical quality standards are applied in the projects, and monitor the implementation of recommendations from support missions, evaluations and donor audits
  • Size and plan necessary resources, recruit the project managers (ensure the fit between competencies and the projects’ challenges and ambitions), develop and monitor their competence development plan, in link with the corresponding professional channels and with the Human Resources Manager
  • Ensure the deployment of and compliance with HI global frameworks, institutional policies and standards
  • Ensure that HI technical quality standards are applied in the projects, and monitor the implementation of recommendations from support missions, evaluations and donor audits.
  • Ensure compliance with project donors’ rules and regulations, including visibility. 
  • With the support of the MEAL Unit, deploy all adequate tools that will allow financial control and project monitoring, compliance with HI policies and frameworks, and the respect of contractual obligations towards donors: consolidation, control and reporting to the Regional Director of operational and organizational elements (dashboards and corrective measures, unrestricted funds consumption, beneficiaries data…).
  • Facilitate internal audits (operational, financial and organizational), and ensure the implementation of their recommendations on his/her responsibility area.
  • In link with the Country Director, implement analysis and monitoring of risks & opportunities related to HI presence and activities; implement risk mitigation actions at his/her level; and ensure the implementation of a humanitarian watch and (when decided by the Country Director) of an emergency preparedness plan in the country of mission.
  • In link with the Security manager, contribute to build a culture of safety & security at project managers’ level.
  • Represent HI in various local, national and international forums

Qualification and Skills Required: 

  • A minimum Master’s degree in management or business administration, political sciences, public policy, international development, social sciences or relevant field
  • At least 7 years of professional experience in managerial position in a similar role in humanitarian or development context
  • Proven experience in budgetary control/development for the implementation of large scale humanitarian/social programs
  • Experience of managing multiple donor funded projects and reporting
  • Excellent track record of donor relation, government liaison and partnership management
  • Management and leadership of multi-cultural and multi-sectoral teams; on site and remotely and proven experience in capacity building and direct support to the team
  • Analysis (geopolitics, environment, relations) and ethical positioning
  • Knowledge on The Fundamentals of Disability and Inclusion, Rehabilitation, Post-Emergency Measures or/and Education will be an added advantage
  • Strong knowledge on Humanitarian Principles, ethical values and a constructively critical mindset
  • Resilience to stress and uncertainty
  • Proficiency in written and speaking English Language
  • Strong knowledge of Microsoft office package, in particular Excel.
