Notice for Short-Term Consultancy for Cost Estimation and Development of an Implementation Strategy

Background:

1. Introduction to Geruwa Rural Awareness Association 

Geruwa Rural Awareness Association (Geruwa) is a non-profit, non-governmental, grass-roots social development organization founded in 1993. It is registered in the District Administration Office, Bardiya in 2049/10 B.S. It has been working in the field of socio-economic development and improving the health status of disadvantaged, untouchable, ethnic and other poor communities in close collaboration with local government stakeholders. To boost social, economic, educational, and health status, including WASH activities for the benefit of women and children, especially in poor communities, is the main objective of Geruwa.

2. Objectives of the Consultancy

The main objective of the consultancy is to develop a practical and implementable strategy for improving the operational efficiency, service delivery, and long-term sustainability of the water quality mini laboratory. The consultant will conduct a field assessment, stakeholder consultations, and financial analysis, including cost estimation per water sample testing.  Based on the findings, a detailed operational and sustainability strategy will be developed, validated with stakeholders, and finalized for municipal endorsement. The consultancy must be completed by the end of July 2026 in two phases.

3. Qualifications and Experience

The consultant must have:

• Advanced degree in environmental science or engineering, or related field
• Over 10 years of professional experience in the WASH sector planning
• Demonstrated previous experience working closely with the government, development agencies, or other relevant institutions.
• Experienced in Water quality and lab operations (added value)
• Strong familiarity and expertise in WASH system strengthening and planning
• Excellent skills in facilitating workshops with government officials, particularly local
• government
• Experienced in working with municipalities and government systems in WASH domains
• Excellent communication and writing skills (English and Nepali)
• The consultant must be a Nepali citizen and is registered with PAN/VAT.

Geruwa reserves the right to accept or reject any proposal and to cancel the consultancy if deemed necessary because of unforeseen circumstances.

• Cover letter (1-page) justifying relevant experience, expertise, and qualifications.
• The proposal [should be written in the provided outlines below a-e]
  • Project Introduction (Max. 1 page): Understanding of the ToR, objective, core assignments and expected results
  • Proposed Activities (Max. 1.5 Pages): The proposed activities, including the processes and methods, should be clearly linked to the objectives and expected results.
  • Coordination and Collaboration (1/2 page): Explain how you coordinate and collaborate with the supporting agency and government authorities (local government) and other stakeholders to achieve the results.
  • Timeline (1 page): A detailed timeline for the proposed activities, indicating key milestones, deliverables, and expected completion dates (phase I and Phase II)
  • Sustainability: Describe how the proposed interventions will contribute to sustain the mini-lab operations beyond the project period, including the clear strategiesfor achieving sustainability in the short-term, mid-term, and long-term.
• Profile/CV of the consultant with relevant experience (Max 4 pages), and
• Attach other relevant documents
