What Will You Do?

The U.S. Agency for International Development’s (USAID) Learning for Development Activity is a 5-year award led by Bixal Solutions, Inc. that provides USAID/Nepal with technical and advisory services in planning, designing, conducting, and learning from the monitoring and evaluation of the Mission’s strategies, projects, and activities in an efficient manner. USAID Learning for Development supports USAID/Nepal by providing services including a) learning and knowledge management; b) evaluations, assessments, and other studies; c) performance monitoring technical support; d) capacity building; and e) development outreach and communications support.  

USAID Learning for Development has been assigned to provide a consultant to carry out a gender equality and social inclusion (GESI) desk review to refresh the USAID/Nepal GESI analysis conducted as part of its Country Development Cooperation Strategy (CDCS) in 2020.

GESI is a critical piece of the USAID mission to achieve global prosperity and peace. USAID envisions a world where individuals of all gender identities and background enjoy equal rights and agency, access to education, healthcare, economic opportunities, and freedom from restrictive norms and discrimination. To realize this vision, USAID integrates GESI principles into its strategies, projects, and activities.

The 2020 CDCS GESI analysis incorporated intersectionality and locally led development, two fundamental principles of this GESI analysis.

  • Intersectional: USAID recognizes that individuals hold multiple social identities, which influence their experiences and access to opportunities. These identities, such as gender, sexual orientation, age and more, intersect to shape unique experiences of privilege, discrimination, and oppression. The GESI analysis will employ an intersectional lens to identify and address these inequalities.
  • Locally led development: USAID emphasizes partnering with local organizations and communities to address systemic inequalities and empower marginalized groups, including women, girls, and gender-diverse individuals. This approach fosters local capacity, leadership, and ownership, ensuring that development solutions align with the needs and priorities of local stakeholders.

The purpose of this assignment is to conduct a desk review in order to provide an analysis of updated data and studies in Nepal published since 2020. The analysis will focus on:

  • The changes in the macro CDCS level (refer to USAID/Nepal CDCS Results Framework)
  • Six gender analysis domains:
    • Laws, policies, regulations and institutional practices
    • Cultural norms and beliefs
    • Gender roles, responsibilities, and time use
    • Access to and control over assets and resources
    • Patterns of power and decision-making
    • Personal safety and security

The findings from this GESI analysis will inform USAID/Nepal’s programming by ensuring explicit consideration of gender, caste, identity, and regional disparities. The primary audience will be USAID/Nepal, USAID/Washington, as well as current and potential implementing partners.  At the same time, the analysis will be made accessible to all interested parties in the development community and beyond, fostering transparency and collaboration in advancing GESI principles and inclusive development in Nepal.

Assignment, duration, and anticipated level of effort 

The Consultant must be able to quickly start the assignment in October. We are estimating approximately 25 days’ level of effort (LOE) for the Consultant between October-December 2023, to be finalized in line with the final Scope of Work. There may be an opportunity to participate in follow on analysis to support GESI analysis for activity design in specific sectors.

**The consultant will be precluded from working on any procurement that results from this analysis.**

Responsibilities:

  • Develop an initial inception report outlining the approach for the analysis and documents to be consulted.
  • Conduct a desk review to update the 2020 Nepal GESI analysis report, focusing on the 2020-2025 CDCS sectors, using the six domains. Desk review will only include new documents since the 2020 GESI analysis.
  • Present preliminary findings to the client.
  • Produce a draft and final report highlighting key trends and changes since the 2020 GESI analysis, estimated at around 10 pages.
  • Coordinate with Bixal home office and the client to ensure a high-quality product.

Qualifications:

  • Technical expertise in gender analysis and/or social inclusion
  • Strong experience and knowledge in qualitative research, desk review, and data analysis.
  • Proven ability to write effective research reports.
  • Exceptional organizational abilities and timely communication.
  • Minimum of 5 years of relevant working experience.
  • Bachelor’s degree or higher in related field, including international development, sociology, or anthropology.
  • Professional written and spoken English skills.
  • Expertise in the Nepali context.

  • Inception report outlining approach and methodology
  • CDCS GESI Analysis Refresh Report (10 pages)
