The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. Resilience NCD: Strengthening NCD Care Resilience in Disaster-Prone Municipalities of Western Nepal1.

Background

Non-communicable diseases (NCDs)—including diabetes, hypertension, cancer, and cardiovascular diseases—are responsible for approximately 41 million deaths annually worldwide, with around 86% of premature deaths occurring in low- and middle-income countries. In Nepal, NCDs represent the leading cause of premature mortality and disability, accounting for 71.1% of total deaths in 2019, with projections indicating an increase to 78.6% by 2040.

During disasters, disruptions in access to medicines, continuity of care, and routine monitoring significantly increase risks for individuals living with NCDs. Traditional emergency response mechanisms are often insufficient to address chronic disease needs, highlighting the necessity for anticipatory, integrated, and resilient health system approaches.

The Government of Nepal has adopted key policy frameworks, including the Multi-Sectoral Action Plan for the Prevention and Control of NCDs (2021–2025) and the WHO-endorsed Package of Essential Non-communicable Disease Interventions (PEN) (2016), aimed at strengthening early detection, diagnosis, treatment, and referral systems.

Within this context, the Nepal Red Cross Society (NRCS), in collaboration with the Danish Red Cross, Canadian Red Cross, Aarhus University, and with funding support from the Novo Nordisk Foundation, is implementing the “Resilience NCD: Strengthening NCD Care Resilience in Disaster-Prone Municipalities of Western Nepal” project in Bhajani Municipality and Laljhadi Rural Municipality of Kailali and Kanchanpur districts.

The project focuses on developing:

  • A contextualized PEN-D (Package of Essential NCD Interventions for Disaster Settings)
  • A prototype Minimum Initial Service Package (MISP) for disaster-responsive NCD care

The initiative aligns with the Humanitarian–Development–Peace (HDP) Nexus, aiming to strengthen health system resilience and complement government disaster risk management efforts. Key technical guidance is provided by the Ministry of Health and Population, Epidemiology and Disease Control Division (EDCD), Provincial Health Directorate, and municipal health authorities.

The PEN-D framework is an adaptation of WHO PEN tailored for disaster contexts, defining a minimum set of essential, feasible, and high-impact interventions for preparedness, response, and recovery phases.

To support dissemination, accountability, and learning, high-quality multimedia documentation is required to capture project achievements, community experiences, lessons learned, and human-centered stories for communication, advocacy, and knowledge sharing.

2. Purpose, Objectives and Scope

2.1 Purpose

Producing high-quality multimedia documentation (photography, video, and case stories) that captures the impact, learning, and community experience of the Resilience NCD project for communication, advocacy, and reporting purposes.

2.2 Audience:

The primary audience for this multimedia documentation consists of humanitarian and development actors, as well as academic and research institutions in both Nepal and Denmark, particularly in the context of knowledge sharing and dissemination.

2.3 Location

The consultancy service is based in Kathmandu, with field visits to Bhajani Municipality and Laljhadi Rural Municipality in Kailali and Kanchanpur districts.
