Project Background

Nepal is prone to a range of natural disasters, including floods, landslides, fires, earthquakes, and disease outbreaks. In the wake of recent tragedies in the country, including the massive 2015 Gorkha earthquake, USAID introduced Tayar Nepal activity. Tayar Nepal is USAID’s flagship disaster preparedness and response project for Nepal. Tayar—which means “prepared”—strengthens the capacity of Nepal’s disaster risk management (DRM) and preparedness institutions. At the national level Tayar Nepal builds the capacity of disaster risk reduction and management (DRRM) institutions, which includes Ministry of Federal Affairs (MoFAGA), Ministry of Home Affairs (MoHA), National Disaster Risk Reduction and Management Authority (NDRRMA). At the municipal level, Tayar Nepal’s interventions support municipalities to fulfill their DRM roles in the broader federal disaster management system by building capacity in preparedness, response, and helping them understand and address the risks that face their constituents. 

Position Overview 

The MEL Officer will support the technical team of the short-term food security project in monitoring, evaluation, and learning areas, including the collection and analysis of monitoring data.

Essential Duties

  • Develop data collection tool under guidance of MEL Team Director.
  • Provides training in data collection to local implementing partners.
  • Collect monitoring data from the municipalities and implementing partners.
  • Verify and validate the field-level data.
  • Manage collected data in Tayar Nepal data management system.
  • Report data to MEL Team Director and Task manager.
  • Support MEL Specialist and GIS/Data Manager for regular Tayar Nepal work.
  • Prepare project reports and share with MEL Team Director and Task Manager.

Qualifications 

  • Bachelor’s degree in development studies, social science, IT, management, and equivalent. 
  • A minimum of 8 years/ bachelor’s degree or 4 years/master’s degree and of relevant experience, (For excluded group a minimum of 6 years with bachelor’s degree or 2 years with master’s degree)
  • Knowledge of USAID Performance Reporting Standards and experience in food security projects add value.
  • Previous experience working on USAID projects with USAID data reporting is add value. 

Location and Reporting

The employment contract will be initially for six months, and the possibility of extension based on performance and availability of funds. The MEL Officer reports to the MEL Team Director. The position is based in Kathmandu, with travel to priority Tayar municipalities.
