Terre des hommes Foundation (Tdh) is a Child protection focused Swiss INGO that has been active in Nepal for 33 years. Tdh Nepal delegation is seeking a qualified and dynamic Nepali National for the following position: 

Monitoring and Evaluation Officer – 2  positions

Work Station: Kathmandu with travel throughout Nepal as required 

Reporting to: MEAL Manager

General responsibilities (Overall purpose):

  1. Helps programme coordinators and Project Managers develop and implement monitoring plans that are consistent with the organisation’s orientations.
  2. Helps implement an appropriate and effective M&E system that, where possible, brings together project and programme partners during the monitoring plan design phase and during the sharing and using of data.
  3. Support project manages to use the Project Follow Up tool.
  4. Helps establish M&E budgets by encouraging the optimal allocation of available resources (including financial, logistical, technical and human resources) for M&E.
  5. Helps produce communication and reporting tools (for M&E issues) while optimal diffusion of M&E information.
  6. Ensure effective monitoring and evaluation of local partners by designing and establishing M&E system and provide close support partners for overall project M&E.
  7. Ensures ethical principles related to M&E are respected, especially those concerning gender and diversity equality, fairness and “do no harm”. Protects confidential data, applies the principles of informed consent, and protects children during the collection, processing, analysis and use of M&E data. Contribute in designing, conduct data analysis and field visit for data collection, support consultant hiring and prepare report during project assessments and evaluations.

Specific roles and responsibilities:

  • Ensures internal directives on M&E are correctly rolled out within the delegation, and that Project team and partners adopt all of Tdh’s existing /recommended M&E methodological guidelines and tools.
  • Develop M&E framework, tools, formats and establish M&E systems for delegation’s projects. Ensures monitoring and reporting tools are used correctly during the implementation phase and provides support during data collection and analysis activities. 
  • Helps develop and write sections on M&E in project proposal (covering indicators, budgets, log frame, Theory of Change and M&E framework).
  • Design and implement monitoring tools and systems for the collection and analysis of data, working in coordination with programme teams. 
  • Helps Project Managers plan, prepare and organise routine monitoring activities and special monitoring projects.
  • Supports and assists in drafting qualitative reports for effective programme management and using data for M&E reporting and decision making.
  • Inform the Project Manager and/or Programme Coordinator of any unmet targets, contextual changes (risks and opportunities) and negative effects on beneficiaries and recommend strategies to fulfil gaps.  
  • Supports data analysis processes and assists in drafting quantitative and qualitative reports for effective programme management.
  • Provides advice and methodological support during the recruitment of external M&E consultants (by drafting terms of reference, recruiting, following up on consultancy and ensure that the required data quality standards are met).
  • Support Programme team for PFU development and updates. 
  • Helps establish M&E budgets by encouraging the optimal allocation of available resources (including financial, logistical, technical and human resources) for M&E.

Education / Qualifications 

  • Minimum Bachelor’s degree in Social Science, Development Studies, management or related subjects with at least 3 years of experience in supporting and contributing to project monitoring and evaluation. Master’s Degree is preferable. 

Experience

  • Minimum of 3 years of proven experience in Monitoring and Evaluation of development projects, Proven Experience in Monitoring and evaluation of development projects and preparing M&E plan, framework, Log frame, Theory of Change and data collection tools and formats.
  • Experience in proposal writing.
  • Knowledge and experience of using data collection and statistical software including MS Excel, SPSS and preferable KoBo Tool Box and other similar programmes.
  • Good computer literacy and skill.
  • Experience of conducting/facilitating training sessions.
  • Experience of working with partner organizations and diverse team.
  • Preferable experience of working in child rights and research related project.

Competencies required 

Learning/training

  • Provide continuous support to local partners for their capacity building on M&E through remote support and field visits.
  • Identify capacity building needs of local partners, plan and conduct training, orientation and on job coaching as required.
  • Helps build the skills of the delegation teams in the M&E field.
  • Helps capitalise on knowledge in M&E related issues. Seek new information and sharing among team on emerging trend and practices as a part of learning. 

Reporting

  • Contribute to quarterly/as needed M&E report, in collaboration with thematic coordinators. 
  • Contribute to annual delegation reporting
  • Security and child safety
  • Understands and applies security policies, the Child Safeguarding Policy and fraud prevention policies.
  • Ensure data confidentiality, applies the principles of informed consent, and protects children during the collection, processing, analysis and use of M&E data

Languages

  • Good command over English and Nepali (written and spoken) are required

IT Knowledge

  • Good computer literacy & skills, including online collaboration tools. 

Salary and benefits: As per Tdh’s salary scale; the salary and benefits are commensurate with academic qualification, experience and competency, plus provident fund, gratuity, health insurance package, children education and communication allowances.

Starting date: 1st week of April 2020 or to be agreed.
