Context: 

Under the direct supervision of Chief of Mission, the Senior Field Security Assistant will support the FSO to effectively implement all appropriate security management procedures, related to the safety and security of IOM staff and the protection of IOM assets in the mission. 

In particular, he/she will be  provide the full range of administrative  assistance  with the implementation of IOM’s Safety and Security policies and procedures as well as the security policies and procedures of the United Nations Department of Safety and Security (UN DSS). The incumbent is expected to effectively carry out all accepted practices and standards associated with the duties and responsibilities of a Security/Administrative Assistant, particularly the rendering of administrative support to Staff Security Unit (SSU) Nepal as follows:

Core Functions / Responsibilities: 

  1. Coordinate together with the FSO all tactical, operational, and strategic security matters that affect IOM’s staff safety and security, IOM’s operations and programs in country.
  2. Network and collaborate with other international organizations and agencies as well as governmental institutions working in the security management field, to ensure that appropriate lines of communication are established and well maintained relating to all aspects of staff security and safety.
  3. Maintain a close working relationship with United Nations Department of Safety and Security (UNDSS) personnel in mission based on a working knowledge of the present IOM/UNDSS Memorandum of Understanding, related to the various security agreements and procedures. Further, familiarize him/herself with the UNDSS Field Security Handbook and complete the Basic Security in the Field (BSITF) as well as the Advanced Security in the Field (ASITF).
  4. Conduct the required security assessments/evaluations, threat analysis, and risk assessments and offer appropriate recommendations.
  5. Prepare and execute security and safety related training sessions for national and international IOM staff members.
  6. Assist the FSO in planning, follow-up, execution, and control of security related construction/modernization/improvement programs
  7. Provide IOM security representation in Kathmandu at all security related meetings including UN Security Management Team, security cell meetings, telecommunications working group meetings and other security related meetings where the Chief of Mission is unable to attend.
  8. Liaise with Government of Nepal security authorities and the UN/IGO security community to ensure safe passage of IOM personnel and vehicles during times when such movement is restricted.
  9. Coordinate security related travel arrangements such as the filing of security clearances on UNDSS TRIP System and the delivery of security briefings for mission staff and visiting staff from other missions as required; coordinate the travel related needs of the security team, including transport and accommodations;
  10. Anticipate needs for security briefings by maintaining briefing materials/files and preparing briefing materials for use during official meetings, assumption of duties by new staff and duty travels. Conduct briefings as needed;
  11. Assist in the maintenance of the mission’s internal Warden and Emergency Communications Systems (ECS) by maintaining key security and safety related information on each staff member of the mission (e.g. Personal Security Profiles, Proof of Life, Staff Lists, issuing emergency contacts and hostage incident management forms); 
  12. Ensure that HF/VHF radios and other emergency communications equipment/systems (e.g. mass SMS, Skype) are well maintained, programmed and tracked and help ensure that staff members are familiar with equipment via the necessary introduction and training on usage;
  13. Responsible for preparation of maps/charts on operational/tracking/personnel matters (routes/convoy support/phone list, etc.) and assist the FSO in reviewing the security situation on a daily basis through monitoring of local media and other sources;
  14. Assist the FSO with respect to program assessment inputs from IOM Nepal programs and projects;
  15. Ensure all relevant security information received by sources (such as IOM security related advisories, UNDSS advisories) is disseminated in a timely manner to the appropriate IOM offices/sub-offices and their staff members;
  16. Coordinate with the FSO the planning, organizing and supervising all security and safety matters related to IOM’s operations associated with the Security Unit, particularly with respect to guard force management (e.g. contract management, billing/invoicing, disposition of personnel) and the implementation of the IOM Nepal Security Plan, Contingency Plans, Business Continuity Plan, Daily IOM Staff Headcounts and the like;
  17. Perform other such duties as assigned by the Chief of Mission or the FSO related to mission security management.

Required Qualifications and Experience

Education

  • Bachelor’s degree in Social Sciences, Political Science, Law, Security Management, Business Administration, Communications, with 5 years of relevant professional/work experience; 

OR

  • High School Degree with 7 years of experience in above mentioned field.

Experience 

  • Relevant work experience in one of the above fields required, preferably within IOM, the UN or other intergovernmental organizations. 
  • Experience working in security management, law enforcement or military disciplines is a pre-requisite, preferably with international experience.
  • Willingness to travel to sub offices and field sites

Languages

  • Fluency in English, Nepali is required.
