Details / requirements:

Mott MacDonald has recently been appointed by the UK Department for International Development (DFID) as the Technical Assistance Provider for the “Nepal Climate Change Support Programme Phase 2 (NCCSP2), led by the Ministry of Forest and Environment. NCCSP was designed with an aim to ensure that the poorest and most vulnerable communities in Nepal are able to adapt to the effects of climate change. NCCSP2 supports local governments design and implement climate resilient development plans (CRDPs), with higher level support provided to the MoFE and Provincial government. The climate resilient development planning process provides a climate risk screening approach that is aligned with the 9-step Palika planning and budgeting process.

NCCSP2 will operate in up to 52 Palikas in Provinces 5,6 and 7. The aim of NCCSP2 is to:

  • Support the poorest and most vulnerable communities and local enterprises in western Nepal to become more resilient to the impacts of climate change;
  • Use participatory, evidence-based processes to identify long-term adaptation priorities; and integrate these into Government of Nepal planning and policy;
  • Build the capacity of Government of Nepal to finance, design and deliver adaptation interventions;
  • Improve coordination of community-based adaptation interventions and generate evidence that can improve the quality of future adaptation planning

The objectives of the Technical Assistance to NCCSP2 is to support and build the capacity of the Government of Nepal to deliver the programme. The TA to the NCCSP2 comprises of 4 objectives:

  1. Help the Government of Nepal (GoN) to deliver the programme effectively, efficiently, and economically through the provision of technical expertise
  2. Reduce the fiduciary risk associated with the programme

Strengthen the capacity of the GoN to implement climate change adaptation programming

  1. today and in the future

Senior Administration and Finance Officer

Job Description

Finance:

  • Liaise with administrative and technical teams at provincial level to ensure accurate forecasting, budgeting and prompt disbursal and reconciliation of expenditure.
  • Prepare and carry out day-to-day financial transactions according to the MML Nepal’s finance Manuals
  • Ensuring financial transactions are properly authorised, recorded, have adequate supporting documentation and can be easily extracted for the purposes of preparing financial statements and audits.
  • Maintain up-to-date programme accounts on the system to ensure that timely, accurate and appropriate information is available to the programme management team.
  • Carrying out bank and cash operations, including preparing bank reconciliation statements.
  • Preparing vouchers and processing approvals for timely payments/settlements and ensuring timely and correct posting of vouchers into MM accounting system.
  • Ensuring that provincial staff are aware of administrative and financial regulations.
  • Preparing and submitting timely and reliable financial documents and reports.
  • Implement Mott MacDonald processes
  • Obtain necessary approvals from senior management for required expenditure.
  • Oversee petty cash.
  • Ensure finance templates and processes are well developed and communicated.
  • Update cash book/tracker
  • Maintain an asset register.

Administration:

  • Oversee the mobilisation of staff and sub-consultants travelling to province.
  • Manage list of preferred suppliers, ensuring that all appropriate due diligence processes are followed, and that procurement is compliant with DFID and Mott MacDonald procurement policies.
  • Support the Office Manager to implement safety and security procedures for travel in accordance with the Operations Manual.
  • Keep accurate records of assets and contracts.
  • Provide support to the technical team in the organisation of events, meetings and workshops.
  • Provide management supervision to all logistics requirements and reviewing vehicle movement, fuel usage and vehicle monthly reports according to DFID and Mott MacDonald approved policies and procedures.
  • Carry out general office duties, including routine tasks to ensure a safe working environment.
  • Maintain an accessible and well-organised record of relevant project documents in hard copy and online archiving.
  • Uphold the ethics, transparency and accountability principles of the Project and Mott MacDonald.

Candidate Specification

  • Relevant professional qualification in accounting and finance
  • Significant experience in the field of finance, accounting and audit using project management information and quality assurance systems
  • Proven experience in project administration role
  • Working to deadlines, multi-tasking and being flexible to adapt to changing priorities
  • Being proactive and using own initiative to make decisions and take responsibility for actions independently
  • Excellent written and spoken English
  • Advanced Excel skills
  • Able to plan ahead and prioritise workloads (of self and others) to maximum efficiency and productivity
  • Excellent communication (written and oral), interpersonal and teamwork skills, and able to relate to others confidently
  • Demonstrable attention to detail and accuracy
  • Clear thinking and effective decision-making, able to retain composure under pressure.
  • Able to engage with stakeholders at all levels within a cross-cultural environment
  • Motivated to actively engage in own continuous learning and development

Desirable:

  • Working with or for DFID, or other clients and their policies, processes and procedures
  • Experience in managing donor funded projects/programmes
  • Experience with an ERP (SAP, Oracle, Lawson, Deltek)
