The evaluation and selection of Bids will be conducted in adherence with the established International Standards and a criteria set by ISET-Nepal. 1. Background

Established in 2001, ISET-Nepal specializes in interdisciplinary policy research and piloting initiatives at the local level. It conducts interdisciplinary studies, pilots activities, implements programs, and facilitates policy dialogues addressing social and environmental challenges. ISET generates empirical evidence to inform policies across five key themes: Disaster Risk Reduction and Management, the Changing Rural-Urban Continuum, Climate, Water, Ecosystem, Food and Livelihood Interdependence, Energy System and Management, and Public-Sector Governance. By enhancing knowledge and capacities, ISET-Nepal strives to foster a society capable of effectively managing these challenges.

ISET-Nepal has been an implementing project on Disaster Risk Reduction, Climate Change and Resilience Building with Dan Church Aid's (DCA) support under the Save Lives and Build Resilient Community themes approved by the Social Welfare Council. 

2. Activity Context

Changunarayan Municipality has been actively implementing climate change adaptation, disaster risk reduction (DRR), and Nature-based Solutions (NbS) interventions over the past several years. Between 2023 and 2025, the municipality, in collaboration with development partners, has undertaken various initiatives aimed at strengthening local resilience, improving institutional preparedness, and enhancing community-based adaptation capacity.

Despite these efforts, there remains a need to systematically document, analyze, and communicate progress in resilience building. A Resilience Scorecard Policy Brief (2023–2025) is therefore required to consolidate evidence, assess resilience performance, and provide strategic policy direction for future planning.

This assignment will support evidence-based decision-making and strengthen municipal resilience governance.

2. Objective of the Assignment

The main objective of this consultancy is to develop a comprehensive Resilience Scorecard Policy Brief (2023–2025) that:

  • Assesses the resilience status of the municipality using available scorecard data and frameworks
  • Identifies progress, gaps, and priority areas for improvement
  • Provides actionable and evidence-based policy recommendations
  • Strengthens integration of resilience thinking into municipal planning and decision-making

3. Scope of Work

The consultancy firm will undertake the following tasks:

3.1 Desk Review and Secondary Data Analysis

Review existing documents, including:

  • Resilience scorecard reports (2023–2025)
  • DRR and climate change-related municipal plans
  • Nature-based Solutions (NbS) documentation
  • Relevant project reports and assessments

Review national and global frameworks, such as:

  • Sendai Framework for Disaster Risk Reduction
  • Climate change policies of Nepal
  • Local adaptation and resilience strategies

3.2 Stakeholder Consultation and Field Engagement

Conduct consultations with key stakeholders including:

  • Municipal officials (Mayor, Deputy Mayor, DRR focal unit)
  • Ward representatives
  • Community-based organizations and cooperatives
  • Local NGOs and development partners
  • Collect qualitative insights to complement scorecard data
  • Validate findings through participatory engagement processes

3.3 Data Analysis and Interpretation

  • Analyze resilience performance trends (2023–2025)
  • Identify strengths, gaps, and emerging risks
  • Assess institutional, social, environmental, and infrastructural resilience dimensions
  • Integrate Gender Equality, Disability, and Social Inclusion (GEDSI) perspectives

3.4 Development of Policy Brief

The consultancy firm will prepare a concise and visually engaging policy brief that includes:

  • Executive summary of key findings
  • Overview of resilience scorecard results (2023–2025)
  • Sector-wise resilience analysis
  • Case examples (including local NbS practices such as those in Nagarkot and surrounding areas)
  • Key challenges and institutional gaps
  • Short, medium, and long-term policy recommendations
  • Strategic actions for improving municipal resilience

3.5 Validation and Finalization

  • Present draft findings to stakeholders in a validation workshop
  • Incorporate feedback and finalize the policy brief
  • Submit final report with supporting annexes

4. Key Deliverables

The consultancy firm will produce the following:

  • Inception Report (methodology, detailed work plan)
  • Stakeholder Consultation Summary
  • Draft Resilience Scorecard Policy Brief
  • Presentation (PPT) of key findings
  • Final Policy Brief (2023–2025)
  • Annexes/Data Summary (if applicable)

5. Methodology

The consultancy firm is expected to apply a robust and participatory methodology, including:

  • Mixed-methods approach (qualitative + quantitative analysis)
  • Resilience scorecard framework analysis
  • Participatory stakeholder consultations
  • Data triangulation and validation
  • Inclusion of GEDSI and climate resilience perspectives
  • Visual and analytical data presentation techniques

6. Duration of Assignment

The assignment is expected to be completed within 30–45 working days from the date of contract signing.

7. Required Qualifications of the Consultancy Firm

The consultancy firm must demonstrate the following qualifications:

7.1 Institutional Experience

Minimum 2–5 years of experience in:

  • Climate change adaptation and resilience
  • Disaster risk reduction (DRR)
  • Urban or municipal resilience planning
  • Proven experience in developing policy briefs, analytical reports, or strategic documents
  • Experience working with local governments in Nepal, preferably in Bhaktapur District
  • Familiarity with resilience scorecards and related assessment tools

7.2 Technical Expertise

The firm must demonstrate strong capacity in:

  • Resilience and DRR analysis
  • Policy development and institutional analysis
  • Climate change adaptation planning
  • Data analysis, visualization, and interpretation
  • Stakeholder engagement and facilitation
  • Integration of Nature-based Solutions (NbS) approaches

7.3 Core Competencies

  • Strong analytical and writing skills
  • Experience in municipal-level policy engagement
  • Ability to synthesize complex data into simple policy messages
  • Strong facilitation and communication skills
  • Commitment to GEDSI and inclusive development principles

8. Reporting and Coordination

  • The consultancy firm will report to the designated focal person of the implementing organization
  • Close coordination with the Changunarayan Municipality Office is mandatory
  • Regular progress updates will be required throughout the assignment

9. Evaluation Criteria

Proposals will be evaluated based on:

  1. Technical approach and methodology
  2. Relevant institutional experience
  3. Understanding of assignment context
  4. Financial proposal
