INF Nepal, established in 1952, is a Nepali non-government organization serving Nepali people through health and development work to improve the quality of life of individuals and community as whole. The organization works in four provinces (Gandaki, Lumbini, Karnali and Sudurpaschim provinces) of Nepal to bring sustainable improvement in the health and development of individuals and communities by empowering communities, providing health care and preparing for disasters. In Community Health and Development, the major focused thematic areas are (i) livelihood and resilience (ii) disability inclusion/rehabilitation (iii) mother and neonatal child health (iv) Leprosy and NTDs. Similarly, GEDSI and climate change adaptation and disaster resilience are INF Nepal’s cross-cutting thematic areas.

INF Nepal requires the service of a qualified independent consultant for development of Disability Equity Framework and Associated Tools to support INF Nepal in embedding disability equity in its systems and programmes. The assignment will support INF Nepal in embedding disability equitable practice and contribute to broader sector learning through the co-creation, piloting, and operationalizing of a contextualized Disability Equity Framework in close collaboration with Organization of Person with Disabilities (OPDs).

More than 400 organizations of Person with Disabilities (OPDs) operate nationwide, with 101 active in INF Nepal’s working areas across Lumbini, Karnali, and the Far-Western Provinces. Although OPDs play vital advocacy and representation role, many face governance, sustainability, and inclusion challenges. Strengthening partnership with OPDs is therefore essential to advance disability equity, accountability, and meaningful participation.

INF Nepal invites Expression of Interest (EOI) from the Professionals/Experts/Qualified individuals and companies for above-mentioned development of Disability Equity Framework and Associated Tools for INF Nepal.

Requirements for the lead consultant/consultancy are:

  • Advanced degree in public health, development studies, disability studies, social sciences, or a related field
  • Extensive and demonstrated expertise in disability equity, disability rights, and inclusive development, including application of rights-based approaches that go beyond accessibility and inclusion
  • Strong, demonstrable understanding of the disability landscape in Nepal, including:
    • In depth familiarity with Organizations of Persons with Disabilities (OPDs), their diversity, and roles
    • Experience engaging with OPDs and representative bodies as partners or collaborators
  • Understanding of the socio cultural, institutional, and policy context shaping disability equity in Nepal
  • At least 5–7 years of relevant professional experience in research, assessment, evaluation, or framework development in development or humanitarian contexts
  • Proven experience working directly with OPDs as partners or co-creators, not only as respondents or beneficiaries
  • Strong expertise in mixed methods research, including design, implementation, and integration of qualitative and quantitative data
  • Demonstrated experience in participatory, inclusive, and facilitation approaches, particularly involving marginalized populations
  • Demonstrated experience developing frameworks, tools, or organizational guidance in disability inclusion or equity
  • Strong analytical, synthesis, and report writing skills, with the ability to produce practical, actionable outputs
  • Fluency in both English and Nepali (written and spoken) is required
  • Consultant/consultancy should be registered in VAT, latest renewal and tax clearance certificate.

  • The above documents shall be sent in envelope in sealed form to the following address no later than 5:00 PM of 27th July 2026 (11th Shrawan, 2083).

The INF Nepal has right to accept or reject any/all proposal without assigning any reasons, whatsoever.
