1. Background

United World Schools (UWS) Nepal is a non-profit organization committed to improving access to quality education for children living in remote and underserved communities of Nepal. As part of its infrastructure development programme, UWS Nepal is constructing new school buildings and upgrading educational facilities to provide safe, inclusive and child-friendly learning environments.

United World Schools (UWS) Nepal invites sealed bids from eligible and qualified suppliers for the supply and delivery of construction materials required for the construction of two school buildings in Gulmi District. Interested suppliers meeting the eligibility requirements are encouraged to submit their bids in accordance with the instructions and requirements set out in this Invitation for Bids (IFB).

2. Project Information

Construction materials are required for the following school construction projects:

The successful supplier shall deliver all materials directly to the respective construction sites in accordance with the Purchase Order(s) and agreement signed between supplier and UWS Nepal.

3. Scope of Supply

The scope of this procurement includes the supply and delivery of all construction materials specified in the attached Bills of Quantities (BOQ).

The BOQ includes, but is not limited to:

  • Cement 
  • Reinforcement Steel 
  • Bricks and Blocks 
  • Plywood 
  • CGI Roofing Sheets 
  • Doors and Windows Hardware 
  • Plumbing Materials 
  • Sanitary Fixtures 
  • Roofing Accessories 
  • Fasteners 
  • Miscellaneous Construction Materials 

The detailed BOQ for each school is attached as:

  1. Annex I – BOQ – UWS Lekali School
  2. Annex II – BOQ – UWS Mahakali School

Vendors shall quote unit rates for all items with applicable taxes.

Payment shall be based on actual quantities delivered and accepted.

4. Technical Specifications

All materials supplied shall comply with the specifications contained in the BOQ and the following minimum standards:

Cement

  • OPC or PPC 
  • Nepal Standard certified 
  • Fresh manufacturing date 
  • 50 kg bags 

Reinforcement Steel

  • Fe500 Grade TMT
  • Available in the diameters specified in the BOQ (e.g., 8 mm, 10 mm, 12 mm, 16 mm, 20 mm, 25 mm) 
  • Complying with Nepal Standard (NS) or equivalent recognized standard
  • Mill Test Certificate required 

CGI Roofing Sheets

  • Minimum specified thickness 
  • Factory-coated color finish 
  • Free from dents and corrosion 

Plumbing Materials

  • Nepal Standard or ISO certified 
  • Approved brand 
  • New and unused 

UWS Nepal reserves the right to inspect and reject materials that do not comply with the required specifications.

5.  Delivery Requirements and Supplier Obligations

The supplier shall:

  • Deliver materials directly to each project site as per the delivery schedule agreed with UWS. 
  • Commence delivery upon receipt of the Purchase Order in accordance with the agreed delivery schedule
  • Coordinate delivery with the Site Supervisor. 
  • Replace damaged or defective materials at its own cost. 
  • Provide Delivery Note and Tax Invoice with every shipment. 
  • Bear all risks associated with the transportation and delivery of materials until they are delivered to the designated project site
  • Partial deliveries may be accepted only with prior written approval from UWS Nepal.

6. Delivery Schedule

The supplier shall complete deliveries within the delivery period specified in the Purchase Order.

The bidder shall indicate:

  • Lead time 
  • Delivery schedule 
  • Transportation arrangements 
  • Failure to deliver within the agreed timeline may result in cancellation of the Purchase Order.

7. Price Schedule

The quoted price shall:

  • Be in Nepalese Rupees (NPR) 
  • Inclusive of transportation cost up to project site.
  • Include loading and unloading 
  • Price shall inclusive of applicable taxes 
  • Remain valid for at least 150 days

8. Eligibility Requirements

Interested suppliers shall submit:

  • Company Registration Certificate 
  • PAN/VAT Registration 
  • Tax Clearance Certificate (latest fiscal year) 
  • Company Profile
  • Experience in supplying construction materials 
  • Experience of managing similar contracts in the past 

9. Required Documents

Each bid shall include:

  1. Cover Letter 
  2. Completed BOQ (Annex I and II) of the IFB
  3. Firm Profile 
  4. Registration Certificate 
  5. PAN/VAT Certificate 
  6. Tax Clearance (latest FY)
  7. Experience Certificates 
  8. Delivery Commitment 
  9. Signed Vendor Declaration 
  10. Past two years audited Financial Statement

10. Evaluation Criteria

Bids will be evaluated based on:

11. Award of Contract

UWS Nepal reserves the right to:

  • Award the contract to a single supplier. 
  • Split the award by material category among different suppliers. 
  • Split the award by the school. 
  • Increase or decrease quantities as per the actual requirement
  • Cancel the procurement process without assigning any reason. 

The contract shall be awarded to the lowest evaluated responsive bidder.

12. Payment Terms

Payment shall be made:

  • Within 15 working days after: 
    • delivery, 
    • inspection, 
    • acceptance, 
    • submission of tax invoice, 
    • Submission of signed Goods Received Nots (GRN). 

Applicable taxes shall be deducted as per Government of Nepal regulations.

13. Warranty

The supplier warrants that:

  • All the materials are new. 
  • Materials comply with specifications. 
  • Materials are free from defects. 

Any defective materials identified within 90 days shall be replaced at no additional cost.

14. Ethical Conduct

Suppliers shall:

15. Submission Instructions

Bidders shall submit their quotations either in a sealed envelope or by email on or before the submission deadline specified in this IFB.

The sealed envelope shall be clearly marked with:

The Financial Proposal (completed BOQ/Price Schedule) shall be submitted as a password-protected PDF or Excel file. The password must not be included in the submission email. 

Late submissions, incomplete submissions, or quotations received after the submission deadline shall not be considered.
