1. Community Development and Environment Conservation Forum, Nepal (CDECF, Nepal) invites bids on the behalf of Odiswong Thutemane Solar Lift (MUS) from eligible Nepalese bidders for the Design, Supply, Installation, Testing & Commissioning, O&M and after-sales service of Solar electro-mechanical Components for Odiswong Thutemane Solar Lift MUS Scheme located at Lisankhupakhar RM-07, Thulopakhar of Sindhupalchok district. Bidding is open to all eligible Bidders as per ITB 2 of Bidding Documents.
2. Interested Eligible Bidders may obtain further information and inspect the bidding documents at the Head office and project Field Office of CDECF, Nepal or can request via email: procurementcdecfnepal@gmail.com.
3. Bidding documents will be available from 02 November 2026 till office hours (CoB) up to 26 November 2026. The bidding document will be available only upon payment of a non-refundable bidding document fee of NPR 1,000.00 (One Thousand Rupees Only). The fee can be paid either in cash or deposited into the following bank account: Account Name: Community Development and Environment Conservation Forum (CDECF) Nepal Account Number: 05700100652456000001 Bank Name: Nepal Bank Limited Branch: Chautara Branch, Bidders are requested to submit proof of payment, where applicable, to obtain the bid document.
4. Sealed (Laha) bids (hard copies) must be submitted to the CDECF, Nepal head office at Indrawati RM-7, Sipapokhare or project field office at Sunkoshi-7, Pangretar, Khadichaur (1 Kilo) on before 5:00 PM on 26 November 2026. Bids received after this deadline shall not be accepted. The bids must be submitted sealed quotations (financial and technical sealed in two different envelopes packed in a single envelope).
5. Bids must be valid for a period of 90 days from the date of bid opening and must be accompanied by bid security (in the form of Bank Guarantee). The bid security amount amounting as stated in table below, which shall be valid for 30 days beyond the bid validity period.
6. Received sealed Bids shall be opened in the presence of Bidders' representatives who choose to attend at 12:00 noon on 27 November 2026 at the Head office of CDECF, Nepal, Indrawati RM-7 Sipapokhare, Sindhupalchok. But nothing should bear the opening of a Bid for the reason only that no bidder or its agent is present. The bidder’s representative should come with authorization duly signed by the authority of firm at the time of bid opening. 
7. The bid shall be submitted in one BID PACKAGE consisting of two separate sealed and marked envelopes. Technical and Financial proposals should be sealed in separate envelopes, and both the sealed envelopes should be placed in an outer envelope which should also be sealed and must mention IFB number on outer sealed envelope. If not, the bid will be rejected.
8. If the last date of purchase, submission, and opening falls on a government holiday then the next working day shall be considered as the last day. In such cases the bid validity and bid security validity shall be recognized with effect from the original submission deadline.
9. CDECF, NEPAL shall not be responsible for any costs or expenses incurred by bidders in connection with the preparation or submission of Bids. The bidders can visit the sites, if they wish, to assess the site conditions before submitting their bid.
10. CDECF, NEPAL reserves the right to accept or reject, wholly or partly, any or all the bids without assigning reason, whatsoever.
