Invitation/Announcement for Sealed Bid Quotations

Establishing an Employer led Labour Market Secretariat (ELMS) project is funded by the European Union (EU) and managed by British Council – Dakchyata: TVET Practical Partnership Project. It is implemented by a joint partnership of Federation of Nepalese Chambers of Commerce & Industry (FNCCI), Confederation of Nepalese Industries (CNI), Federation of Nepal's Cottage and Small Industries (FNCSI), Hotel Association of Nepal (HAN) and Federation of Contractor's Association of Nepal (FCAN). 

Hence, ELMS project announce for the following categories:

1. Consultancy Services: Strategic Plan Development

2. Supply and installation of IT equipment (infrastructure)

Qualified consultant or consulting firm having below mentioned qualification and experiences are encouraged to apply.  

Package 1: Consulting Services: Strategic Plan Development

Qualification and Experience: 

i. Master’s degree in TVET, education, development studies, economics, institutional relation, corporate law, social sciences or other related field. A doctoral degree in any one of the above disciplines would be an added advantage;

ii. Having minimum 10 years of professional experience in conducting and leading quantitative and qualitative research or planning or policy formulation work in the field of TVET, or a related field;

iii. Having good understanding of the private sectors of sector in Nepal;

iv. Excellent report writing and communication skills in English.

• Proposal Submission: The Interested and qualified firm/company shall email to elmsvacancy@gmail.com for TOR. The application should reach office no later than 7th August 2022, 5:00 pm. The applicant companies should submit sealed bid quotation of technical and financial proposal separately at ELMS Secretariat, FNCCI, Teku with E-Copy (PDF/Word/Excel) of the same saved in data stick. Bidding documents will be opened on 8th August 2022 at project office. And bidder representatives will not be mandatory for opening bidding documents. In case of individual Consultant: CV, PAN registration, Citizenship Certificate, signed copy of financial and technical proposals need to be submitted.

Terms and Conditions for Package 2

• Detail specification of the IT equipment can be collected from project office Teku, Kathmandu within office hour. The Interested and qualified firm/company shall email to elmsvacancy@gmail.com for TOR.
• Sealed bid quotations needs to be submitted within 5:00 pm of 7th August 2022.
• Interested firm/company can apply for full package (Package 1 to Package 5) or partial package proposal (Single package or more than 1) (sealed bid quotation with sealed evidence (Laha Seal/Chhap). The partial proposal should cover at least one package.
• Bidding documents will be opened on 8th August 2022 at project office. And bidder representatives will not be mandatory for opening bidding documents. 
• ELMS project reserves the right to accept or reject completely or partially any or all the bids without assigning any reason, whatsoever. 
• In case of individual Consultant: CV,PAN registration, Citizenship Certificate, signed copy of financial and technical proposals need to be submitted.
• Minimum 5 years of experience of IT hardware supply, support and maintenances

Minimum Requirement (Package 1 and Package 2)

• Complete Company Legal Document
• Latest Tax Clearance Certificate
