Handicap International Federation (HI) is an independent and impartial aid organization, created in 1982, working across 63 countries. HI works alongside the vulnerable populations, whatever the context, taking action to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. Present in Nepal since 2000, HI works through a network of local partner organizations in the area of health and physical rehabilitation, inclusive education and resilience including emergency response to improve the living conditions and involvement of the most vulnerable populations in Nepal. 

The ‘Disability Inclusive Protection’ project of HI aims to improve disability inclusiveness in the Protection Monitoring and Incident Reporting (PMIR) mechanisms by adapting and deploying the monitoring tools and building capacity of relevant stakeholders in delivering disability inclusive protection services. HI Nepal invites application for the following position: 

1.  Inclusion Protection Officer – 1 position 

Terms & Conditions: Fixed Term contract till 31st December 2022

Location: Country Office, Kathmandu, Nepal

Mission: Under the direct supervision and guidance from DID Advocacy Advisor the incumbent shall work in strengthening disability inclusive protection monitoring and incident reporting activities and any other additional duties as assigned. This activity will be implemented in following 8 districts in five provinces; Sarlahi and Rauthat for Madhesh Province, Dhading from Bagmati Province, Dang and Banke from Lumbini Province, Surkhet from Karnali Province and Kanchanpur and Dadeldhura from Sudurpaschim Province. 

Key Responsibilities: 

  • Implement and monitor disability inclusive protection strategies and ensure systematic application and integration of participatory and community-based approaches in protection  
  • Provide technical guidance and support to protection actors at districts and federal level mainly on all disability Inclusive protection related issues and monitoring mechanisms.
  • Facilitate a consultative process with project counterparts, partners and persons of concern to develop and implement an Inclusive protection and solutions strategy addressing the specific protection needs of persons with disabilities, including their priorities related togender equality and Sexual and Gender Based Violence (SGBV).
  • In Coordination with HI Inclusion team, provide support in the preparation of, implement and oversee Standard Operating Procedures (SOPs) for all disability inclusive protection/solutions activities.
  • Build the disability inclusive protection capacity of relevant national and local actors, government, partners and OPDs to assume their responsibilities vis-à-vis all persons of concern through inclusive protection training, mainstreaming and related activities.
  • Coordinate capacity-building initiatives for OPDs and individual persons with disabilities to assert their rights and monitor and report protection related incidents/issues.
  • Collect and analyses data and generate reports and fact sheets from the project data/information.
  • Support Protection Monitoring processes through tracking, recording and compiling protection incidents as reported through OPD and partners. 
  • Ensure PSEA and Child Safeguarding standards are upheld
  • Take care of financial expenses, following the organisational requirements on logistic and financial rules

Qualification and Skills Required: 

  • Minimum Bachelor’s degree in Social Work, human rights, development studies, sociology, law or any other relevant field 
  • A minimum of 3-5 years of relevant working experience precisely in  protection and monitoring
  • Strong experience and knowledge on protection to conduct monitoring activities
  • Experience in providing capacity development (awareness, training, coaching, etc) on GBV/CP for a large range of audience (local partners, frontline staff, management staff, high level audience etc.)
  • Knowledge of protection mainstreaming principles, GBV and CP international guidelines
  • Conceptual and theoretical understanding of rights-based approach and rights of persons with disabilities as well as    understanding of issues related to vulnerability with a special focus on disability, gender and age as potential factors of exclusion.
  • Strong interpersonal skills.
  • Dynamic and proactive
  • Sound English and Nepali languages skills (oral and written)
  • Strong communication skills, including verbal and writing skills
