PROJECT BACKGROUND:

The  USAID Karnali Water Activity will create healthy, resilient, and water secure  communities  at  the  watershed  level  through  strengthened  water  and  sanitation governance that improves water resource management (including water for more resilient and biodiverse ecosystems), enhances sustainable access to drinking water, improves agriculture water management, and reduces the fecal pathogen burden in the environment from poorly managed non-sewered sanitation through fecal sludge management. The program team will methodically integrate Water Resource Management (WRM), watershed biodiversity conservation, and water and sanitation service delivery by mapping and strengthening the roles, connections, and capacities of key actors and stakeholders systemwide. 

Position Overview

The Human Resource Manager is responsible for managing a portfolio of USAID Karnali Water Activity’s Human Resources including the STTA’s service agreement. In collaboration with the Director of Operations, COP, DCOP, and other members of the technical team, the Human Resource Manager will ensure the activities related to human resources and provide general guidance for hiring and staff management. This position will oversee recruitment, ensure compliance with local labor law, and hold primary responsibility for HR personal file maintenance. The HR Manager is responsible for the maintenance of project employee records in compliance with USAID and DAI policies and procedures. S/he will also supervise the Human Resources Assistant.

Essential Duties

  • Lead the project’s human resources department in coordination with the policies and procedures in the DAI HR Manual and local labor law.
  • Manage the recruitment process of project staff from start to end, specifically negotiations, hiring, evaluation, and termination of employees/consultants in consultation with the Director of Operations, Chief of Party and senior management staff.
  • Ensure timely review of the probationary period by the respective supervisor. 
  • Initiate, monitor, and ensure conformity in the staff appraisal and Performance Management as stated in the FOM.
  • Oversee the collection of timesheets according to project deadlines.
  • Ensure that HR files are maintained with all necessary documentation and uploaded in TAMIS. 
  • Provide guidance to project staff with questions related to DAI’s HR policy and procedures, insurance coverage, and other related issues.
  • Provide orientation and reorientation to all staff members on HR systems, policies, and procedures.
  • Ensure an effective staff transition process by assisting existing employees with a smooth transition. 
  • Supervise and provide guidance to Human Resources Assistant 
  • Other duties as assigned by the supervisor.

Qualifications: 

  • Minimum 13 years (12 years for excluded groups) a Bachelor’s degree in a related field with and 10 years of experience (9 years for excluded groups) with a Master’s degree in a related field,
  • In-depth and detailed understanding of human resource management and experience in human resources, recruitment, office administration, and other relevant areas, preferably with an international donor-funded organization, 
  • Knowledge of local laws and USAID rules and regulations related to personnel management and compliance is desired but not required,
  • Ability to perform high-level duties and maintain privacy and discretion with minimum supervision,
  • Commitment to values: integrity, responsibility, excellence, and global citizenship,
  • Skilled in strategic thinking and planning,
  • Excellent written and oral communication skills, and fluency in English.

Level of Effort, Location, and Reporting

The level of effort is 260 days per year. The employment contract will be on a yearly basis, with possible extensions until the close of the project. The Human Resource Manager reports to the Director of Operations.  The position is based in Kathmandu.
