POSITION TITLE: Sr. Regional Office Manager (P3.1)

BACKGROUND: 

The Knowledge-based Integrated Sustainable Agriculture in Nepal (KISAN) II Project is a USAID funded five-year second phase of the USAID Feed the Future (FTF) initiative in Nepal. The aim of KISAN II is to increase resilience, inclusiveness, and sustainability of income growth in the FTF zone of influence.  The US$ 32.70 million project is implemented by Winrock International in collaboration with five other Nepali and US based organizations: Center for Environmental and Agricultural Policy, Research, Extension and Development (CEAPRED), Development Project Service Center (DEPROSC), Digital Green, Siddhartha Inc, and Overseas Strategic Consulting (OSC).  

KISAN II aims to work with private sector firms, input suppliers, Millers, and private sector change agents etc.; whoever are playing a catalyst role in agriculture productivity, competitive market systems, a stronger enabling environment to agriculture sector business growth and literacy skills. KISAN II works in twenty-five Hill and Terai districts in the province number 3, 5, 6 and 7 of the country over a five-year period.

POSITION DESCRIPTION:

Sr. Regional Office Manager will oversee administrative and logistical aspects of the Feed the Future Knowledge-based Integrated Sustainable Agriculture in Nepal (KISAN II) project’s regional office.  This position closely works with Regional and Cluster team members.  This position will supervise Receptionist and Support Staff members based in Regional Office.

ESSENTIAL RESPONSIBILITIES:

  • Oversee the general administration of the Regional Office which include office lease for Regional and Cluster Offices, security, utilities, internet, flooring and furnishing, up keeping of the offices.
  • Maintain property and inventory list; including but not limited to, servers, computers, printers, photocopier, furniture, supplies, generators, and vehicles for the region including the clusters and districts; 
  • Ensure inventory verification done on timely manner, 
  • Oversee fleet management of Regional Office and Cluster Offices with close coordination of Cluster lead
  • Supervise office functions and activities related to procurement, travel, records and filing systems.
  • Ensure that documents are dispatched and received in a timely and efficient manner
  • Ensure that generators, motor vehicles, motorcycles, air conditioner, photocopiers and other office equipment are timely and properly maintained
  • Oversee fuel and use log books are maintained and reviewed regularly.
  • Ensure that staff and consultants have proper space and facilities to work productively
  • Ensure regional and cluster project staffs follow Winrock administration policy/guidelines. Arrange and coordinate an orientation to newly staff member.
  • Maintain roster of vendors for services such as printing, photocopy, vehicle rental, accommodation, food service, airline tickets, maintenance of vehicle, generator, air conditioners, stationery supplies, vehicle rental, security, transport, courier, etc.  Procure these goods and services as per WI procurement guidelines.
  • Supervise and manage support staffs at the regional office in Nepalgunj.
  • Oversee logistic management for program meeting, events, visit, scheduling expenditure
  • Deal with complaints and query
  • Monitor and review internal processes.  Contributes to management by reviewing and analyzing operational report/trend, summarizing information and initiating corrective actions.

QUALIFICATIONS AND REQURIEMENTS:

Education: At least Bachelor’s in Management/Administration or any other relevant discipline 

Experience & Skills: The ideal candidate will have the following experience and skills

  • At least 4 years of experience office management and general administration for international NGOs
  • Familiarity with USAID procurement process desired
  • Knowledge of inventory management, fleet management
  • Have good judgement and problem-solving attitude
  • Coordination and monitoring skill
  • People management (motivation, team work, flexible, interpersonal skills)
  • Computer software skills in MS Excel and Word, Powerpoint, internet
  • Excellent communication skills, both oral and written 

Other: High level of English and of Nepali is required.
