Pravasi Nepali Coordination Committee (PNCC) is one of the leading organizations in Nepal promoting rights and welfare of migrant workers for past ten years. PNCC is preparing to implement a project entitled "Support Nepali missions in destinations to establish/develop mechanism for outreach activities targeting Nepali migrant workers" in Malaysia and Saudi Arabia with financial and technical support from International Labour Organization (ILO), Country Office for Nepal. PNCC invites applications from qualified and experience Nepali individuals for below mentioned positions.

1. Position: Project Coordinator (Kathmandu based)

Major Responsibilities:

  • Take lead role in implementation of the project activities in Saudi Arabia and Malaysia in coordination & collaboration with diplomatic missions and outreach coordinators. 
  • Ensure regular and effective communication with Diplomatic Mission, Ministry of Foreign Affairs, Ministry of Labor, Employment and Social Security, Foreign Employment Board, Department of Foreign Employment, Department of Consular Services and other related stakeholders in Nepal. 
  • Identification, coordination and collaboration with like-minded organization and diaspora organization in Saudi Arabia and Malaysia for better outcomes of the project interventions.
  • Develop plan of action collaborating with Outreach Coordinators and executive committee at regular intervals and provide necessary inputs for the implementation.
  • Maintain effective communication with government and non-government stakeholders including partner organization, donors and media. 
  • Closely monitor the progress of the project and report to the project management team.
  • Update the project team about the changes in the laws and policies in relation to the labour migration in Nepal as well as in destinations.
  • Support the organization in generating reports thus contributing for evidence based advocacy. 
  • Coordinate, support and supervise Outreach Coordinators for arrangement of mission visits, meetings of project management committee, conduct outreach interventions and other activities as envisioned by the project.
  • Develop monitoring framework for the effective monitoring and reporting of the results achieved by the project and in collecting evidence to support the claims 
  • Take lead role in developing IEC materials and documenting successes or failures of the interventions.
  • Contribute the organization in identification of best practices accompanied by the wise use of such practices for the promotion of organizational interventions. 
  • Support the organization in preparing progress reports in regular intervals and as per donor need, ensure timely submission of reports to the donor.
  • Actively participate in the events and other activities of the organization whenever required.

Required Competencies:

  • Minimum education qualification of Master's degree in Social Sciences, Development Studies or other related discipline with 2 years of experience in similar position or Bachelors' degree with 5 years of experience in similar position.
  • Understanding of the issues on foreign employment and labour migration is highly preferred.
  • Well acquainted with the legal and policy frameworks governing labour migration in Nepal and major destination countries 
  • Understanding of the rescue and support process of migrant workers in destination countries; preferred in Saudi Arabia and Malaysia.
  • Knowledge on activities and ways of functioning of diplomatic missions, in relation to support to migrant workers, in destination countries.
  • Strong interpersonal, communication, negotiation and facilitation skills
  • Excellent spoken and written communication skills and fluency in Nepali and English
  • Proficient in Microsoft Office Package - Excel, Word, PowerPoint. Knowledge of photo/video editing software will be an added advantage.
  • Ability to coordinate and collaborate with the diplomats/mission representative in terms of project activities and with concerned government officials on the issues.
  • Skill of managing team members from diverse personal backgrounds

2.  Outreach Coordinators – 2 (Based in Malaysia and Saudi Arabia)

Major Responsibilities:

  • Take lead role in implementation of the project activities in Saudi Arabia and Malaysia in close coordination and collaboration with Nepali diplomatic missions 
  • Support Nepali mission in the destination country for making a plan and organize outreach activities. 
  • Develop and operationalize outreach support mechanism in destination countries. 
  • Mapping, identification of and linkages with Nepali community groups/networks and local organizations to help Nepali embassy to develop support mechanism for Nepali migrant workers. 
  • Identify and build network with key resource persons who could be mobilized to support this initiative 
  • Facilitate content development process for IEC materials collaborating with Nepali embassy and local resource persons and disseminate information to Nepali migrant workers using social media and during outreach activities. 
  • Support Nepali embassy for wise use of social media (e.g. facebook live program) to ensure maximum migrant workers are reached. 
  • Contribute in developing rescue support guidelines in the concerned destination country. 
  • Support/facilitate and coordinate with Nepali embassy for organizing legal clinic and counseling to migrant workers.
  • Support Nepali embassy to organize events with migrant workers and diaspora organization in destination countries.
  • Provide updates/information on legal and policy changes in concerned destinations to Embassy officials and the project team.
  • Support in implementing monitoring framework, documenting changes and results achieved by the project
  • Support Project Coordinator in developing periodic workplan, developing strategies, ideas and innovative activities to increase effectiveness of the project
  • Support for mission visits, exposure visits and other related events and meetings. 
  • Support the organization in preparing progress reports in regular intervals.
  • Actively participate in the events and other activities of the organization whenever required.

Required Competencies:

  • Minimum qualification of Master's degree in Social Sciences, Development Studies or other related discipline with 2 years of experience in the related position or Bachelors' degree with 5 years of experience in social work. 
  • Migration experience and currently residing in Malaysia and Saudi Arabia as a migrant community leader is highly preferred.
  • Understanding of the issues of foreign employment and labour migration is essential. 
  • Understanding of the rescue and support process of migrant workers in destination countries in Saudi Arabia and Malaysia is highly essential.
  • Knowledge on activities and ways of functioning of diplomatic missions, in relation to support to migrant workers, in destination countries especially in Saudi Arabia and Malaysia.
  • Experience collaborating and coordinating with Nepali missions in said destinations
  • Understanding of legal and policy frameworks related to migrant workers in concerned destinations
  • Knowledge and information about the Nepali migrant community, groups, networks, associations and the organizations providing different services to migrant workers in said destinations  
  • Strong interpersonal, communication, negotiation and facilitation skills; good coordination and networking skills
  • Excellent spoken and written communication skills and fluency in Nepali and English; General speaking skills in Bhasa Malaysia and Arabic is preferred   
  • Proficient in Microsoft Office Package - Excel, Word, PowerPoint. Knowledge of photo/video editing software will be an added advantage.
  • Ability to work under pressure with team and clients from multiple backgrounds.

3. Position: Administration and Finance Officer (Kathmandu Based)     

Major responsibilities:

  • Ensure effective management of financial and administrative tasks in relation to the project. 
  • Manage the entire financial and accounting activities of the project.
  • Prepare financial statement at regular intervals as required by the project and donor. 
  • Frequent monitoring of the allocated budget versus expenditure and provide necessary information on the same to the project team and management at regular intervals
  • Provides support to Project Coordinator and Outreach Coordinators in managing planned activities as per the financial provision of the project. 
  • Provide orientation to concerned staffs on account and financial management.
  • Assist to the Executive Board, Treasurer with financial reporting as required at Board meeting and the Annual General Meetings.
  • Review financial reports and settlement documents to ensure compliance with the plan, policies and procedures along with its compliance with donor requirement.
  • Ensure preparation of monthly, quarterly and annual financial reports as required by the project and upon request by the management. 
  • Arrange and provide necessary supporting documents for Internal/External/Annual Audit. 
  • Maintain leave records of staff and individual files of the staff.
  • Day to day administrative and financial work directed by supervisors/seniors.

Required Competencies:

  • Minimum Bachelor Degree (Master Degree preferred) in Commerce, Management or related discipline.
  • At least 3 years of proven experience in administration and finance/account management in development sector
  • Knowledge of record keeping and logistics management.
  • Strong communication, documentation, and dissemination skills.  
  • A quick hand in computer application preferably MS-Word & Excel (Nepali typing will be an advantage. 
  • The knowledge of accounting software (FAMAS) is preferred.
  • Familiar with tax rules of Nepal government and experience complying with it. 
  • Service Duration for the Position: One year with possibility of extension
