Background & Project Description: 

In September 2017, the U.S. Government’s Millennium Challenge Corporation (MCC) signed a $500 million compact agreement with the Government of Nepal. The compact aims to increase the availability and reliability of electricity, maintain road quality, and facilitate power trade between Nepal and India - helping to spur investments, and accelerate economic growth.  The compact agreement is valid for a period of five years, and is currently in implementation stage, prior to Entry-Into-Force (EIF) at which time the five-year time period begins. 

Pursuant to the aforementioned agreement, the entity charged with implementing the project has been established as the Millennium Challenge Account Nepal (MCA-N) entity. This position will assume a critical role in the success of MCA-N. 

Position Objective: 

The BIKAS Benefit-Sharing Activity Manager, under the supervision of the Project Manager, Transmission Line, with oversight from the Quality Assurance Advisor (EHS and Social Inclusion), is responsible for the design, management and day-to-day monitoring of BIKAS projects against established milestones and deliverables to support the disbursement of BIKAS activity funding and monitoring the full life cycle of BIKAS activities. 

Duties and Responsibilities: 

Operations 

  • Manage consultants and contractors in the assessment and design of a benefit sharing program related to energy infrastructure and energy utilization 
  • Execute payments and BIKAS activity disbursements aligned to payment schedules and in response to the achievement of project milestones and deliverables, ensuring compliance with applicable requirements such as MCA finance and accounting policies 

Planning 

  • Advise the Project Manager – Transmission Lines, of issues related to the administration of the BIKAS activity, anticipating issues affecting the payment schedule and/or achievement of milestones and deliverables by implementers which could impact the implementation of the Electricity Transmission Project 
  • Coordinate with key MCA and MCC staff for effective gender and social inclusion into BIKAS activity development and implementation 

Monitoring & Evaluation 

  • Monitor the adherence of activity implementers against established project milestones 
  • Consolidate documentation and maintain a database of BIKAS partners and projects, for the full cycle of activity development and implementation, including design and consultant management, budget development, and internal and external audit processes 
  • Inform potential and current implementers of documentary/information and award processing requirements and award management activities, to build an informed partnership toward the efficient management of contracts and award 

Requirements (Education, Experience, Technical Competencies): 

  • Bachelors’ Degree (Required) and Master’s Degree preferred from a recognized institution in the following or equivalent fields: Natural or Social Science, Community Development, Sociology, Anthropology, International Development, Economics, Development Economics, Environmental Science, Environmental Planning, Environmental Resource Management 
  • Experience in accounting or program management 
  • Five (5) years or more cumulative work experience preferred (accumulated after acquisition of Bachelor’s Degree) in benefit sharing and community development programs, inclusive community engagement and taking into account the concerns of marginalized groups into project design and implementation  on projects of a similar nature 
  • Familiarity with international environmental and social guidelines and policies, including IFC Performance Standards on Environmental and Social Sustainability 
  • Fluency in Nepali and English 
  • Strong computer skills in email, word processing, spreadsheets, and the Internet. Experience and familiarity with MS Project, Primavera or other project management software and with Management Information Systems is preferred
