BACKGROUND AND CONTEXT
Stromme Foundation (SF) is a rights‑based development organization working towards a vision of a world free from poverty. SF’s interventions focus on education, economic inclusion, disaster resilience, and civil society strengthening. In alignment with the Global Strategy and Theory of Change, SF Nepal implements the BELIEF Programme to build empowered and resilient communities through improved livelihoods, education, inclusion, and community preparedness.
Nepal is highly prone to disasters, including floods, landslides, fire, earthquakes, cold waves, and climate‑induced hazards. Community‑Based Disaster Risk Management (CBDRM) has become essential for strengthening local resilience, minimizing disaster losses, and enabling communities to prepare, respond, and recover effectively.
The Partner NGOs of Stromme Foundation work closely with vulnerable communities; therefore, strengthening their staff capacity in CBDRM is a strategic priority. Through this training, SF Nepal aims to enable partner staff to transfer skills to communities, facilitate local DRR planning, support emergency preparedness, and promote risk‑informed development.
This ToR outlines the scope and requirements for engaging qualified trainers/consulting firms to design and deliver a comprehensive 5‑day CBDRM training to selected partner staff.
GOAL, OBJECTIVES/ EXPECTED RESULTS:
Goal: To build the capacity of partner NGO staff on CBDRM principles, tools, and practical skills enabling them to facilitate community‑level disaster preparedness, risk mitigation actions, and DRR planning.
Specific Objectives: The CBDRM training aims to:
- Enhance participants’ understanding of basic disaster risk concepts, hazards, vulnerabilities, and community resilience.
- Strengthen skills on community‑based risk assessment, including hazard mapping, vulnerability and capacity analysis (HVCA).
- Improve knowledge on disaster preparedness planning, and community-managed implementation, early warning systems, and emergency response mechanisms.
- Improve the understanding of participatory monitoring, evaluation accountability and learning
- Equip participants with facilitation skills to train communities and conduct simulation exercises.
- Support partners to integrate DRR and climate resilience into ongoing programmes and community‑level planning.
- Prepare a pool of CBDRM trainers who can replicate training at local levels.
Expected Learning Outcomes: After the training, participants will be able to:
- Explain key CBDRM concepts and Nepal’s disaster management framework.
- Facilitate participatory tools such as hazard mapping, seasonal calendars, stakeholder analysis, and HVCA.
- Support communities to prepare Local Disaster and Climate Resilience Plans (LDCRP).
- Demonstrate skills in early warning communication, preparedness drills, and basic emergency response.
- Promote inclusive disaster risk reduction considering gender, disability, and social inclusion.
- Document, monitor, and report community‑level DRR activities.
SCOPE OF WORK
The trainers/consulting firm will:
- Design the training curriculum, session plans, methodologies, and resource materials aligned with CBDRM standards.
- Conduct pre‑training and post‑training assessments.
- Deliver a 5‑day residential training to selected partner NGO staff.
- Facilitate theoretical and practical sessions covering the following components:
- Prepare and submit the training completion report that includes an analysis of pre- and post-assessments, participant feedback, and recommendations for future capacity-building support for the mobilizers.
Key Training Components: The trainers can update the training content by mutual agreement with SF Nepal.
1. Introduction to CBDRM
- Disasters, hazards, vulnerability, risk, and resilience
- Community‑based approaches and principles
- Nepal’s DRRM Act, policies, NDRRMA structure, local government roles
2. Participatory Disaster Risk Assessment
- Hazard identification and ranking
- Hazard mapping and resource mapping
- Vulnerability and capacity assessment (VCA/HVCA)
- Use of PRA tools in DRR
3. Disaster Preparedness and Early Warning
- Early warning communication systems
- Household and community preparedness
- Emergency kits and safety measures
- Incident Command System (ICS) basics
4. Disaster Response and Simulation
- Basic search and rescue techniques (non‑technical)
- First aid orientation (non‑clinical)
- Mock drills and scenario‑based simulations
5. Community DRR Planning
- Developing Local Disaster & Climate Resilience Plans (LDCRP)
- Integration of DRR in development plans
- Risk‑informed livelihood and resilience building strategies
6. Community managed implementation
- Enabling existing community structures to lead CBDRM implementation
- Engaging governmental and non-governmental partners
- Establishing coordinative mechanisms
- Fundraising for CBDRM
7. Participatory monitoring, evaluation, accountability and learning
- Developing monitoring and evaluation plans
- Regular updating and information sharing
- Learning and sharing of lessons
8. Cross‑Cutting Themes in DRM
- Gender equality and social inclusion (GESI)
- Protection, safeguarding, and do‑no‑harm principles
METHODOLOGY
The training will follow participatory, action‑oriented, and adult‑learning methodologies, including:
- Group discussions and plenary sharing
- Simulation exercises, drills, and role plays
- Group work and practical demonstrations
- Case studies and real‑life examples
- Visual tools, maps, charts, and PRA tools
- Interactive presentations and facilitation activities
- The consultant will design detailed session plans and ensure a balance between theory and practice.
DELIVERABLES
The selected trainer/firm must submit:
- Technical and financial proposal including methodology, curriculum outline, and work plan.
- Training curriculum, session plans, and handouts (soft copies).
- Pre‑test and post‑test tools and summary of results.
- Training completion report (submitted within one week), including:
- Summary of training process
- Participant feedback
- Reflections and recommendations
- Photographs and attendance sheets
TRAINER/S QUALIFICATIONS
The trainer(s) should have:
- At least 5 years of proven experience in CBDRM, DRR training, emergency preparedness, or humanitarian response.
- Strong understanding of Nepal’s DRRM frameworks, policies, and community‑level risk reduction approaches.
- Excellent facilitation and participatory training skills.
- Experience working with NGOs, community groups, and local governments.
- Ability to design user‑friendly training tools, visual materials, and PRA instruments.
- Strong communication, documentation, and report‑writing skills.
- Ability to conduct simulation exercises safely and effectively.
- Preferably familiarity with DRR tools such as HVCA, LDCRP, and early warning communication systems.
- Knowledge and skills in results-based training and a rights-based approach alongside social mobilization.
TIMELINE
The 5‑day CBDRM training is expected to be conducted within the agreed timeline, preferably within last week of April 2026 (or per SF’s schedule).
The entire assignment—including preparation, training delivery, and reporting—should be completed within two weeks of training conclusion.

All terms and conditions will be outlined in the consultancy contract agreement. SF reserves the right to select or reject any Statement of Work (SoW) at its discretion and may cancel or terminate the process at any stage if necessary.
