Health Information Systems Strategic (HISS) Advisor
Purpose
The Health Information Systems Strategic Advisor will lead initiatives towards ensuring electronic logistics management information system (eLMIS) sustainability and ownership by the Government of Nepal. The role also ensures system utilization and timely availability of data from service delivery points (SDPs) and facilitates end-to-end supply chain operational process improvement initiatives. The HISS Advisor will work closely with GHSC-PSM Management information team and liaise with Management Division (MD), Integrated Health Management Information System (IHMIS) section and provinces to identify and drive the implementation of the future state operating model of eLMIS, aligned with the integrated health information system strategy as envisioned by the Government of Nepal.
Principal Duties and Responsibilities
- Provide a strategic approach to working with policymakers on transition of quarterly SDP LMIS reporting to monthly reporting; ensure effective eLMIS operations through monthly reporting data accuracy, availability and visibility for timely decision making.
- Work closely with government counterparts to mobilize Government of Nepal resources for eLMIS scale up and sustainability, particularly for eLMIS scale up to SDPs as may be required by the Government of Nepal.
- Leverage subject matter expertise to lead assessment of strategies, capabilities, systems, and processes and drive HIS operational improvements, including but not limited to process improvement and organizational redesign to meet results as defined by KPIs.
- Identify any gaps and/or areas for improvements on future state of health information system operating model and collaborate closely with other stakeholders to build buy-in.
- Support the design of strategies and processes at both central and provincial levels that will ensure efficient and effective flow of information from lower levels to central levels to facilitate informed decision making at all levels of the supply chain in country.
- Coordinate and collaborate with Management Division, Provinces, Health Offices, local level government (LLGs) and SDPs for effective utilization of eLMIS and improve timely LMIS reporting, particularly from SDPs.
- Work with relevant entities to build capacity, design and implement sustainable strategy to transition eLMIS ownership to the government of Nepal.
- Ensure effective utilization of logistics data from the eLMIS system to support procurement, inventory management and improving supply chain performance.
- Any other task that may be assigned by the supervisor or designated person.
Experience, Skills and Qualifications
- 10+ years of experience managing large-scale health information systems initiatives, including system implementation, operationalization, and monitoring, preferably withthe Government of Nepal or international organizations.
- Master’s degree in public health or health information management systems or 5+ years managing health information systems such as DHIS, or health logistics management information systems.
- Experience as transformational change agent, and ability to engage with high level government leadership, stakeholders to influence and obtain buy-in for decision making to improve supply chain management and logistics.
- Demonstrated ability to work cooperatively across all levels of the government to develop and communicate compelling messages for process improvement and technology enablement.
- Excellent written and verbal communication skills, interpersonal and collaborative skills,self-confident to engage with high level officials, and self-control, with ability to establish credibility, deal diplomatically with conflict.
- Demonstrated governance acumen and the necessary skills to orchestrate, optimize, and constructively balance the interests of diverse stakeholders.
Level of Effort and Location
- This is a short-term position for6months, renewable as needed, and based in Kathmandu, Nepal, with intermittent in-country travel as needed.
Supervision
- The health information system strategic advisor will report to the Technical Director.
