Project Background

DAI is seeking qualified Grants Manager candidates for the anticipated USAID-funded Agriculture Transformation activity in Nepal. The goal of Agriculture Transformation is to catalyze the transformation of Nepal’s agricultural sector required for inclusive economic growth. The objectives for this activity are:

  1. Agricultural productivity, competitiveness, and diversification increased;
  2. Enabling environment for private sector investment in agriculture and equitable access to market systems improved;
  3. Climate and economic resilience of women, youth, and marginalized communities enhanced; and,
  4. Capacity of national agricultural research institutions and extension systems strengthened.

This activity is expected to focus on the following value chains: fine rice, industrial maize, lentils, high-value vegetables, and goats. Implementation is expected to focus in 25 districts across Bagmati, Lumbini, Karnali, and Sudurpaschim provinces. 

Position Overview

The Grants Manager will assume overall responsibility for the management of the grants portfolio in compliance with USAID and DAI rules and directives. This individual will supervise other grants team members and/or short-term technical consultants performing grants, partnerships, and or/procurement tasks. This individual will also provide oversight and capacity building support to select subgrantees. 

This full-time position is contingent upon project award and approval.

Responsibilities 

  • Oversee and manage the full award cycle for grants and subcontracts, including solicitation, review, execution, implementation management, monitoring, communication with recipients, and closeout
  • Ensure full compliance with USAID and DAI policies, best practices, and procedures relating to subcontracts and grant development, awards, implementation, monitoring and evaluation, and grant and contract close-out
  • Manage the provision of technical assistance package of business advisory services, project management, and communications strategy, as well as the pairing of technical advisors and private sector subcontract recipients and grantees to support capacity building and provide mentorship and training
  • Validate long-term sustainability of proposals and funded activities
  • Collaborate with the DCOP and finance and operations and technical leads to optimize the expansion of partnerships
  • Direct the development of procurement documents, such as RFQ/RFAs, grant agreements, and subcontracts, as well as the evaluation and selection process
  • Oversee proper maintenance of documentation and reporting in accordance with USAID and DAI guidelines
  • Prepare regular reports on grantee and subcontractor performance; identifies issues and risks related to activity fund implementation
  • Conduct pre-award audits of possible grantee and subcontract organizations, in addition to periodic audits during implementation and at close-out
  • Ensure that all grantee/activity monitoring reports and data are correctly entered into the project’s Activity Database on a regular basis
  • Contribute data required on a recurrent basis to assist in the preparation of reports, analyses, and presentations on grantee/activity performance
  • Apply data and lessons learned from monitoring and evaluation to integrate learning into fund practices and replicate innovative initiatives

Qualifications 

  • Bachelor’s degree required in finance, business administration, public administration, economics, or another related field; Master’s degree in a related field preferred
  • Minimum seven years of experience in international donor-funded programs required, with a preference for experience gained on USAID programs
  • Excellent record of successfully establishing and managing grants for USAID-funded programs of similar scope and complexity
  • Demonstrated experience working with and building the capacities of local communities, NGOs, the private sector, and/or international organizations
  • Ability to work and quickly adapt in complex environments
  • Exceptional communication, training, and personnel management skills
  • Strong communication and report-writing skills in English required
  • Excellent computing capabilities, with working knowledge of MS Excel and Word
  • Demonstrated professional experience in Nepal and/or relevant regions in Asia is required
  • Spoken and written fluency in English, Nepali, and/or other national languages

Supervision

The Grants Manager will supervise the grants team—number of direct reports TBD.  

Level of Effort, Location, and Reporting

The level of effort is 260 days per year. The employment contract will be on a yearly basis, with possible extensions until the close of anticipated the 5-year project. The Grants Manager position will be based strategically in Nepal and require frequent travel to the project-selected municipalities across Nepal.
