Grants & Compliance Manager (GCM)

iDE Nepal has a robust portfolio of projects focusing on areas such as agriculture mechanization, gender inclusion, access to finance, integrated pest management, and multiple-use water systems, among others. iDE Nepal is seeking a Grants and Compliance Manager who is primarily responsible for financial reporting, compliance with all the applicable rules and regulations of donors, iDE, and the local government. The GCM is the main point of contact between the finance, program, and technical team and must possess the ability to see both the big picture and the small details to ensure successful financial reporting and full compliance of all the grants. Under close coordination with the Director of Finance and Administration, the GCM functions to ensure proper grant budgeting, reporting, and compliance.

Job Location: Lalitpur, with occasional travel to the field

Reporting Line: Finance & Administration Director

Key Responsibilities and Tasks

The key responsibilities of the Grants and Compliance Manager will include the following:

Grants Management

  • Serve as the primary administrator for the grants and sub-grant management system and provide training/orientation to staff and sub-recipients on how to efficiently and effectively manage their respective budget following the guidelines of the funding agency and applicable local regulations. 
  • Lead the timely development, review and approval of amendments to the sub-agreements ensuring adherence to applicable rules and regulations; funder and iDE requirements.
  • Assist in developing cost proposals for grant applications. Support program staff in grant revisions, modifications, no-cost extensions, or budget realignments
  • Assist in the development of the annual budget; track the expenditure and revenue to keep the spending within the approved budget. 
  • Review grant agreements with granting agencies. Responsible for maintaining all grant agreements and MOUs of grant awards. Review draft award agreements and negotiate terms, in collaboration with Finance and Administration Director
  • Provide ongoing training to staff as it relates to grant administration and organizational policies. 
  • Prepare the periodic financial reports for the assigned grants and submit them to the supervisor for review, finalization and submission. Monitoring and tracking the expenditure status of each grant through its program life cycle and ensuring the optimum utilization of the grant budgets.
  • Escalate concerns to relevant team leads when appropriate, and, in consultation with the program or technical lead, communicate to the donor any significant concerns or change requests in a timely manner.
  • Ensure partner sub-grants are disbursed and accounted for in line with contractual requirements
  • Perform other duties or projects of similar nature and level as assigned.

Compliance

  • Review general operations policies and recommend changes as needed to maintain compliance with the applicable regulations of the Government of Nepal and the granting agencies' requirements.
  • Conduct external monitoring visits, reviews, and audits, and cross-site evaluations of the field offices and the local NGO partners. Recommend actions necessary to resolve issues/concerns.
  • Oversee procurement function and ensure purchases conform to the procurement policy of iDE and the funding agency. 
  • Monitor and review regulatory, legislative and operational changes, and subsequently offer advice in the development, review, and modification of relevant policies and procedures. Conduct routine compliance reviews of the grant programs. 
  • Coordinate and manage the audits, monitor and support on implementation and communication of post-audit corrective actions. 
  • Provide training and support to program and site staff, so they have knowledge on the strengthening of internal controls, accurate records maintenance, and important donor regulations

Skills and Experience

Candidates are expected to have the following qualification, skills, and experience, and to be comfortable with the following conditions.

Education and Work Experience

  • Bachelor’s level degree in accounting, finance, business administration, management or related field; Master’s preferred
  • Minimum of 5 years of experience in financial management of grants; preference to those with USAID grant and contract experience.
  • Excellent financial and accounting skills with advanced Excel skills. Experience with Oracle NetSuite or similar modern, cloud-based ERP system strongly preferred.
  • Proven experience and performance in program development, grant making and grant management with international organization
  • Ability to work in teams and create collaborative team building environment
  • Ability to supervise partner organization and oversee compliance for project agreement & donors’s rules and regulations.

  • Excellent English writing and good communication skills.
  • Ability to set priorities and multi-task while maintaining accuracy and meeting deadlines;
  • Sound judgment and ability to handle confidential information with discretion and professionalism
  • Excellent interpersonal and leadership skills; ability to work with various national and international team members and with a broad range of public and private sector and NGO partners
