Handicap International Federation (HI) is an independent and impartial aid organization, created in 1982, working across 63 countries. HI works alongside the vulnerable populations, whatever the context, taking action to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. Present in Nepal since 2000, HI works through a network of local partner organizations in the area of health and physical rehabilitation, inclusive education and resilience including emergency response to improve the living conditions and involvement of the most vulnerable populations in Nepal. 

HI Nepal invites applications from qualified and competent candidates for the following position: 

1.  Government Liaison and Monitoring Officer – 1 position 

Position Summary:  The Government Liaison & Monitoring Officer ensures the functioning of the organization in line with SWC requirement and will liaise with government bodies for HI Nepal’s projects and programmes and ensure that it has met all the SWC as well other government requirement/s. 

S/he will be required to train, monitor and support the local implementing partners to ensure compliance with Nepal government’s rules and regulations, SWC requirement as well as HI and donor rules.

Terms & Conditions: 1 year Fixed Term Contract with possibility of extension

Location:  Country Office, Kathmandu Nepal

Grade: E (B)

Key Responsibilities:

  • Ensure that HI Nepal is up-to-date and has complied with Government requirement/s
  • Coordinate with government bodies for the approval of various programmes and projects run by HI Nepal.
  • Train/monitor/support the local implementing partner/s to ensure compliance with Nepal government’s rules and regulations, SWC requirement, HI and donor rules.
  • Facilitate and be responsible for local partnership agreement and fund transfer
  • Organize and plan regular internal audit in the organization and partner organizations

Qualification and Skills:

  • Minimum Bachelor’s Degree in Management/Economics or ACCA/ semi qualified CA preferred 
  • A minimum 2-3 years of relevant working experience preferably in liaising with Government authorities at different level
  • Strong working experience in partner monitoring
  • Knowledge of Government/ SWC requirements 
  • Knowledge of internal audit, audit and policy implementation
  • Good knowledge of Microsoft Excel
  • Strong analytical  and interpersonal skills
  • Sound coordination skill
  • Should be able to travel on regular basis
  • Good orientation and training skills
  • Fluency in spoken and written English and Nepali language
