Established in 1997, SEBAC-Nepal is a national-level NGO. SEBAC-Nepal works in various thematic areas such as Livelihood/ Agriculture/Economic Recovery; Rural Infrastructure; Nutrition, Health and Education; Governance, Gender Advocacy and Empowerment; Water Sanitation and Hygiene (WASH); and Disaster Risk Reduction and Management/Natural Resource and Biodiversity Management/Climate Change. 

SEBAC-Nepal, in partnership with Good Neighbors International (GNI) Nepal, is implementing the 3 Years Safe and Enabling Environment for Adolescent Girls and Young Women (SAFE-Girls) project in Sanfebagar Municipality, Achham District. The organization invites applications from qualified, motivated, and dynamic individuals for the following position:

Position Title: Gender Officer

Key Responsibilities:

A. Project Planning and Implementation

  • Lead the overall implementation of the SAFE-Girls project in the assigned municipality as per the workplan and contract signed with the funding agency. 
  • Ensure timely and effective execution of all project activities as per the project implementation plan.
  • Collaborate with municipal bodies to mainstream project interventions into local plans and budgets.
  • Facilitate participatory planning with adolescents and youth during the seven-step planning process of local governments.
  • Coordinate with health, education, and other relevant sectors to integrate project components.
  • Formation of Adolescent girls’ groups, with the establishment of mentor/mentees.
  • Organization of school level orientation programmes on SAFE Girls Project.
  • Organize intense TOT, including trainings on leadership, gender transformative approaches, psychological first aid, etc to enable them to mentor adolescent girls in the safe spaces (ToT) including Local Government stakeholders. 
  • Organize RUPANTARAN sessions, advocacy and awareness campaigns to promote awareness of sexual and reproductive health and rights and gender-based violence, prevention and outreach activities, intergenerational dialogues, CSE trainings, including other project activities.

B. Stakeholder Engagement and Coordination

  • Maintain strong coordination and communication with local governments, municipal officials, ward representatives, health institutions, and other key stakeholders.
  • Organize and facilitate regular meetings, orientations, workshops, and joint field visits in alignment with project goals.
  • Represent the project in local-level coordination platforms, technical working groups, and task teams.

C. Gender and Social Inclusion (GESI) Integration

  • Lead and support the implementation of GESI, social and behavior change (SBC), and social norms change activities.
  • Mobilize and strengthen adolescent and youth networks to implement community-based awareness programs.
  • Promote the formation and empowerment of adolescent/women groups, peer mentoring structures, and youth-led advocacy initiatives.
  • Facilitate gender-responsive planning, budgeting, and advocacy efforts at the local level.

D. Capacity Building and Community Mobilization

  • Design and deliver capacity-building training, mentorship, and orientations for peer mentors, adolescent facilitators, FCHVs, and community groups.
  • Guide and supervise the work of social mobilizers, volunteers, trainers, and short-term consultants during field-level activities.
  • Enhance leadership, decision-making, and life skills among adolescent girls and young women to become agents of change.

E. Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Support and lead the MEAL process including data collection, monitoring, documentation, case studies, and periodic assessments.
  • Ensure regular data updates and manage the project database effectively.
  • Contribute to baseline, midline, and endline surveys, including assessments and evaluations related to GBV and GESI.
  • Promote learning and reflection through sharing success stories, challenges, and best practices.

F. Reporting and Documentation

  • Prepare and submit monthly, quarterly, and annual progress reports to SEBAC-Nepal and the funding agency.
  • Document key learnings, success stories, activity/event reports, and ensure all supporting documents are collected and archived as per donor requirements.
  • Support financial documentation by preparing event reports with participant lists, agendas, photos, and expenditure verification.

Minimum Qualifications and Experience:

  • Bachelor’s degree in Public Health, Sociology, Health and Population, Gender Studies, or a relevant discipline, with at least 5 years of experience in GESI, GBV, ASRH, or related fields.
  • OR, Master’s degree in a relevant field with at least 3 years of professional experience in similar areas.

Required Competencies and Skills:

  • A valid two-wheeler driving license and the ability to confidently ride a two-wheeler are required.
  • Strong coordination and communication skills, especially with local governments and stakeholders.
  • Excellent reporting skills with fluency in both English and Nepali.
  • Good command of MS Office applications (Word, Excel, PowerPoint).
  • Strong interpersonal skills and a collaborative mindset.
  • Good project management and organizational ability.
  • Ability to work under pressure and meet deadlines.
