Project Background
USAID’s Tayar Nepal– Improved Disaster Risk Management (IDRM) Project is a five-year project funded by the United States Agency for International Development (USAID) and implemented by DAI Global LLC (DAI) since 2019 to strengthen the capacity of Nepal’s national and municipal institutions responsible for disaster risk reduction, preparedness, and response. USAID’s Tayar Nepal implements a two-pronged (Stronger Systems + Safer Settlements) approach that strengthens institutions and capacities at the national and local levels to strengthen Nepal’s resilience to natural & non-natural disasters.
Position Overview
The Gender Equality and Social Inclusion (GESI) Specialist will provide technical assistance and capacity-building support to ensure that issues of gender, caste, ethnicity, sexual orientation, and disabilities are meaningfully considered in program activities. Moreover, the GESI Specialist will ensure women and representatives of other excluded groups are able to actively and meaningfully participate in USAID’s Tayar Nepal activities. In close coordination with team members, the GESI Specialist will build the capacity of project partners, including national and local stakeholders and implementing partners, in this area.
Essential Duties
- Work with USAID’s Tayar Nepal team to implement GESI Action Plan and produce regular reports on GESI integration in USAID’s Tayar Nepal.
- Strengthen GESI integration by proposing required adaptation based on analysis of the disaggregated MEL data (qualitative and quantitative), recommendations, and inputs gathered from USAID’s Tayar Nepal’s GESI Committee, team members, and other key stakeholders.
- Design and deliver GESI-related training to build the capacity of USAID’s Tayar Nepal staff and of partners.
- Identify opportunities to integrate GESI considerations and principles in local government structures, performance measurement processes, policies, plans, and budget allocations.
- Design interventions that address GESI disparities and create opportunities for women and other excluded groups’ leadership and participation.
- Work with field staff to track GESI performance in participating municipalities and with grantee GESI focal persons to track GESI performance in grant implementation.
- Other duties as assigned by the supervisor.
Qualifications
- A minimum of 10 years of working experience with master’s degree or 13 years of experience with bachelor’s degree in the social sciences (development studies, rural development, women and gender studies, sociology, anthropology) or in relevant subject. (For excluded groups a minimum of 9 years of experience with a master’s degree or 12 years of experience with a bachelor’s degree).
- Demonstrated experience conducting gender integration programming.
- Ability to professionally communicate across all levels of an organization and the external
- Ability to write coherent and analytical reports.
- Strong interpersonal and communication skills.
- Prior experience with USAID projects, procedures, policies, and reporting requirements is preferred.
- Disaster risk management knowledge and experience is preferred.
- Excellent written and oral communication skills, and fluency in English.
Level of Effort, Location, and Reporting
This position is anticipated to be through October 2024. The level of effort is 260 days per year. The employment contract will be on a yearly basis, with possible extensions until the close of the project. The GESI Specialist reports to the Private Sector and Integration Director. The position is based in Kathmandu.
