Job Description

Position: Finance Manager 

Line Management Report To:  Administrative & Finance Director (AFD)

Supervision: Accounts Officer, Cluster Admin Finance Officers, Admin & Finance Assistant Officer – Central Office

Duty Station: OHW Central Office, Kathmandu, with frequent field visit (25% of time traveling)

Purpose of the Position:

Under the direct supervision Administrative & Finance Director, the incumbent ensures the integrity of accounting information by recording, verifying, consolidating, and entering transactions and preparing reports on time.

Major Duties and Responsibilities:

Financial Management:

  • Assist AFD in analyzing unit costs & preparing a budget for OHW Nepal Office.
  • Assist AFD in preparing new proposals development, donor budgets, and reporting.
  • Assist the AFD in the administration and oversight of OHW funds in coordination with OHW headquarter guidelines. Estimate monthly and quarterly fund needs of OHW Nepal and prepare the request for wire transfers from OHW headquarter.
  • Maintain local accounts on the books computerized accounting system; enter and code all transactions in the books.
  • In coordination with human resources, process monthly payroll to personnel.
  • Ensure timely checks and other payments to vendors.
  • Work closely with district coordinators and district-based finance /admin team to maintain district-based transactions accurately and completely.
  • Maintain financial management files of backup documentation for all local transactions as required by OHW regulations and donor policies, including files for vendors and grantees, and ensure audit trail for all necessary documentation.  
  • Maintain local audit file, including filing of general ledger journal vouchers, accounts payable documentation, and other miscellaneous financial filings.
  • Identify potential accounting discrepancies and works with the AFD and Executive Director to effectively research, track and resolve these issues.
  • Monitor central, cluster, and district budgets to ensure program expenditures versus milestones and reimbursements.
  • Coordinate with necessary technical and finance OHW Nepal team members including district teams to compile project financial reports.
  • Lead the accounts unit, supervise and train Accounts Officers-Kathmandu and Cluster Admin/Finance Officers.
  • Provide input in the revision of OHW policies, as required.
  • Ensure compliance with applicable rules and regulations.
  • Assist in internal/external audits, follow up and implement the recommendations.

Grants Management:

  • Involve in partner NGO selection process and conduct pre-award survey/assessments as a part of the selection process. 
  • Ensure partner NGO’s financial management system is in accordance with OHW and donor’s guidelines and applicable local laws.
  • Prepare and provide financial orientation for strengthening partner NGO financial and administrative system.
  • Prepare and review budgets for field offices and partner NGOs in consultation with concerned program staff.
  • Ensure timely submission of monthly, quarterly accruals and other financial reports, pipeline, burn rate analysis from partner NGO.
  • Review, analysis and monitor financial progress of field offices and partner NGOs on a monthly/quarterly/annual basis. 
  • Maintain softcopy and hardcopy of grants and financial files and folders in a systematic way for easy access to concerned staff and backup files as required.
  • Conduct site visits, review, and monitoring to ensure partner NGO’s financial management system is in accordance with OHW guidelines and applicable local laws.
  • Appraise partner NGO financial management capacity and develop a plan for tailored technical assistance /orientation/training based on the appraisal.
  • Review partner NGO administrative/operation policy and ensure compliance.
  • Involve in the transition procedure of field offices and partner NGOs. 
  • Maintain updated payables and receivables and reconcile periodically with local partners. 
  • Oversee partner NGO’s inventory management and control system.
  • Conduct other duties, as assigned by the supervisor and the management.

Job Specifications (minimum job requirements):

Academic qualification and work experience: 

  • Masters’ Degree in Business Administration or Accounting and at least 5 years of experience in the management of financial systems and budgets, financial reporting, auditing, and/or taxation for an International Organization, development partners or donor-funded project.
  • Professional Accounting Designation (CPA, ACCA or similar), or significant progress toward obtainment of designation preferred.

Skills and abilities:

  • Demonstrated knowledge, skills, and/or experiences in accounting, financial planning and management, accounting transactions, budgeting, reporting and ensuring compliance of internal control systems.
  • Knowledge and experience with finance and grant management system 
  • Knowledge of accepted accounting practices and principles.
  • Significant experience using digital accounting books is highly desirable, preferably QuickBooks.
  • Advanced working knowledge of Excel and strong database skills. Strong financial acumen and analytical ability.
  • Detail-oriented, organized, and able to meet tight deadlines. 
  • Must possess a high degree of integrity and confidentiality and the ability to work in a team setting.
  • Must possess excellent oral and written communication skills and fluency in English and Nepali. 
  • Excellent computer skills including word processing, spreadsheet programs
  • Ability to perform multiple tasks and work under pressure 
  • The workstation will be in Kathmandu with field visits as needed.
