NPR 1,00,000 to NPR 1,25,000 gross monthly based upon experience and qualification

1. ORGANIZATIONAL CONTEXT: 

Street Child is a UK non-profit organization established in 2008 that aims to support children living in vulnerable settings to ensure they have access to education, including the estimated 260 million school-age children worldwide who do not attend school. (UNESCO 2020).

Street Child works to ensure children are safe, in school, and learning - even, and especially, in low resource environments and emergencies. Street Child specializes in working with local level organizations for lasting impact. Since 2008, Street Child has supported 750,000+ children and 50,000+ caregivers across 20+ countries in Eastern Europe, South Asia, and Sub-Saharan Africa. Street Child is a dynamic and fast-growing British NGO recognized for an agile, ambitious approach and has an annual programmatic portfolio of $28M across a range of conflict and crisis context. 

Street Child is a fast-growing organization with the experience and capacity to rapidly scale up quality interventions in different contexts. From 2021 to 2024 we aim to reach one million children – while our national partners reach millions more. We target the most marginalized children and communities who are forgotten or left behind, through consistent outcome-oriented programming that enables adoption, adaptation, and scaling of successful interventions through national partnerships.

3. OVERVIEW

This role reports to the Country Director and Asia Finance Director and is responsible for oversight of, and significant support to accounting, finance and administrative functions of the Nepal portfolio. The role is also responsible for alignment, analysis and controls, and rigorous, robust financial evidence that ensures the integrity and transparency of our impact in the country.

4. KEY RESPONSIBILITIES

4.1. Accounting [15%] 

  • Maintain accurate and up-to-date books of accounts using Aqilla accounting software 
  • Ensure that expenditure is allocated to appropriate cost centres 
  • Ensure compliance with all national laws, including accounting, labor laws and local municipal regulations
  • Ensure timely payment of statutory liabilities such as taxes and other dues payable to the government.
  • Ensure effective controls in banking and cash protocols. Ensure that these arrangements are safe and secure in the country context.
  • Prepare annual financial statements for audits in March and July, ensuring audits are planned, coordinated, and completed timely for submission to the Head Office and local authorities.

4.2. Finance [25%] 

  • Prepare annual budget for the organization with regular reforecasts and constantly monitor actual vs. budget on a monthly basis, flagging significant variances to the Country Director and Regional Finance Director 
  • Lead the budget development process for new funding proposals, assisting program managers in developing robust proposals with key financial insights and metrics for donor submission
  • Ensure financial reports submitted by partner organizations are error-free and donor compliant
  • Prepare and submit the monthly financial reporting package to the Regional Finance Director by the 10th of the following month
  • Prepare donor reports and submit them to the Regional Finance Director for review and approval.
  • Ensure that the fund requisitions are prepared and submitted timely as per global policies and procedures; 
  • Ensure timely renewals of the organization’s registrations and obtain annual tax clearance
  • Keep good relationships with stakeholders, including donors, tax authorities, SWC authorities, line ministries, banks etc.

4.3. Grant Management [15%] 

  • Lead the preparation and implementation of agreements, contracts and conditions to assure compliance with donor and organisational rules and requirements; 
  • Design, develop and deliver training to project personnel and partner organisations to support alignment and adherence to donor requirements [including in financial management, record keeping and reporting]. 
  • Provide oversight and support for programme operations, ensuring efficient allocation of restricted and unrestricted funds [optimising country cost structures and cost recoveries], effective analysis of expenditure and excellent value for money;
  • Provide a high standard of accountability and transparency to donors, through regular communication and rigorous recording keeping and robust reporting; 
  • Maintain cordial relationships with all employees in the head office and regional offices, addressing any financial matters and resolving issues.

4.4. Risk Management [15%] 

  • Design, develop and deliver indicators to appraise performance of financial systems and structures. 
  • Lead the appointment, management and monitoring of external audit 
  • Respond to recommendations arising from audits and ensure compliance on the agreed recommendations with regular follow up with the country team. 
  • Assess risks and maintain an accurate and robust risk register. 
  • Identify, investigate and Prepare reports and provide recommendations as required in response to reports of fraud or financial mismanagement

  • Conduct financial due diligence on new partner organizations before formal agreements and periodically review existing partner organizations.

4.5. Management [30%] 

  • Manage and supervise finance staff under your jurisdiction
  • Lead the recruitment of finance team members in close collaboration with the HR team
  • Provide financial training and development opportunities to staff to enhance their skills and capabilities
  • Support and oversee the procurement function of the organisation
  • Support and strengthen partner organisation on implementation of financial policies and procedures through regular, robust training and coaching; conducting audits; and providing targeted, tailored support to address audit recommendations. 

4.6. Other 

  • Undertake any other reasonable duties as directed by the Country Director or Asia Finance Director; and 
  • Undertake an active role as a member of the Senior Management Team.

6. ELIGIBILITY CRITERIA

  • Master’s degree or equivalent in Accounting, Finance or relevant area.
  • Accreditation or certification including CA, ACA, CA, CPA 

Experience

  • At least five years of progressive experience in managing finance, operations and programmes in international development or related field  
  • Significant experience using accounting software for analysis, record keeping and reporting 
  • Substantial experience in management positions
  • Experience managing contracts and grants with donor governments 
  • [USAID, UNICEF, UNOCHA, EU, DFID]  
  • Experienced with regulatory frameworks in the Country
