FIAN Nepal is a membership-based human rights organization registered with the District Administration Office (DAO), Kathmandu, and affiliated as a national section of FIAN International, Germany. Established in 2008, FIAN Nepal works to promote and advocate for the realization of the Human Right to Adequate Food in Nepal, with a particular focus on vulnerable and marginalized communities.
FIAN Nepal invites applications from qualified, committed, and motivated Nepali citizens for the following position: To manage all financial, administrative, and logistical aspects of the project, ensuring compliance with FIAN Nepal policies, donor requirements, and efficient office operations.
Position: Finance & Administration Officer-1
Contract Duration: 3 months (Maternity Cover), with the possibility of a 1-month extension subject to donor approval
Duty Station: Birendranagar, Surkhet, Employment Type: Full-time

Job Summary
The Finance & Administration Officer will be responsible for managing all financial, administrative, and logistical aspects of the project, ensuring compliance with FIAN Nepal's policies, donor requirements, and applicable government regulations while supporting efficient office operations.
Key Responsibilities:
- Maintain accurate project accounts, ledgers, and financial records.
- Prepare payment vouchers, financial statements, and supporting documents.
- Ensure project expenditures comply with approved budgets and are properly documented.
- Assist in preparing project budgets, financial forecasts, and periodic financial reports.
- Ensure compliance with FIAN Nepal's financial policies, donor requirements (Bread for the World and Misereor), and applicable government and local government regulations.
- Support internal and external audits by preparing and providing required financial documents and clarifications.
- Maintain an organized filing system for financial records, receipts, contracts, and other supporting documents.
- Manage day-to-day office administration, including procurement, inventory, and asset management.
- Conduct market surveys, maintain an updated vendor roster, and ensure procurement follows organizational policies and procedures.
- Carry out regular physical verification of project assets and maintain the asset register.
- Coordinate logistics for meetings, workshops, trainings, field visits, and other project events.
- Oversee office maintenance, equipment, and supplies to ensure efficient office operations.
- Coordinate with the FIAN Nepal Central Office on financial reporting, approvals, and administrative matters.
- Conduct quarterly visits to project municipalities (Palikas) to facilitate the submission and settlement of Own Means Contribution (OMC) funds.
- Support the project team in processing HRIS-related financial settlements, including attendance, travel advances, expense claims, timesheets, and other staff reimbursement processes, ensuring timely settlement and compliance with organizational policies.
- Provide financial and administrative support to the project team for reporting and documentation.
- Collect and verify Right to Food (RtF) Promoters' timesheets.
- Perform any other duties assigned by the Line Manager or Project Manager.
Education
- Bachelor's degree in Finance, Accounting, Business Administration, or a related discipline.
Experience
- Minimum of five (5) years of relevant experience in finance and administration within the NGO/INGO sector.
Required Skills and Competencies
- Strong knowledge of accounting principles, financial management, and budgeting.
- Proficiency in FAMAS accounting software is mandatory; knowledge of Tally or similar accounting software will be an advantage.
- Good working knowledge of Microsoft Office applications, sound understanding of procurement procedures, inventory, and asset management.
- Excellent organizational, administrative, and planning skills with strong attention to detail. High level of integrity, accountability, and ethical conduct. Strong communication and interpersonal skills in both Nepali and English.
- Demonstrated experience in people management, mentoring, team building, and performance management. Excellent coordination, networking, facilitation, and stakeholder engagement skills, particularly with local governments, civil society organizations, and community-based organizations.
- Willingness to travel frequently to project areas, including remote locations. Commitment to FIAN Nepal's mission, values, and Code of Conduct.
