Rural Women Upliftment Association (RWUA) was established on 22 Kartik, 2050 B.S. at Sarlahi District of Province 2, Nepal. It is a non-governmental and non-profit social organization and is a well-established and prominent organization that works as a change agent in the area of women empowerment and community development in the Sarlahi district. The long-term experiences in the area of community development and women’s Upliftment have made it the organization easy to organize the community for positive changes over their own since the last 30 years. This is women headed organization and the majority of executive members are women. It works with a mission to improve the lives of people through economic, social, cultural, and physical transformation. It has been implementing several projects in Sarlahi District in the partnership.

Job Title: Field Officer (FO) CSL

Duty Station: Haripur and Ishworpur Municipality, Sarlahi District

Reports to: Project Coordinator, RWUA

Summary of Job:

RWUA is seeking an experienced Field officer to field Officer-CSL is responsible for managing the overall livelihood/economic related activities of the programs adhering to Child Sensitive Livelihoods and procedure within the given time frame under the supervision of Project Coordinator and close coordination with Community Mobilizers, JTA and other thematic staffs of Sponsorship program. S/he will manage his/her 70% time on field for implementation and 30% time in an office for reporting, coordination, and networking.

Key Responsibilities: 

  • Support Community Mobilizers in an identification of ultra poor HHs for farmer group formation and group registration on Municipality-Agriculture/Livestock Division.
  • Support Community Mobilizers and JTA on demand collection of on-farm/off-farm materials from farmer groups/entrepreneurs and their timely distribution.
  • Regular observation of agriculture farms and provide technical support to farmer groups on cultivation technology, day to day field management, disease/insect control and post-harvest management.
  • Support Community Mobilizers and JTA on nursery management training, production management training, post-harvest training, IPM training, vermicompost preparation training, mushroom production training, local resource person (LRP) training, saving & credit training. 
  • Identification/selection of resource person/training institute to conduct ME/SIYB training/vocational training for adolescents/out of school students.
  • Support microentrepreneurs to prepare business plans of their microenterprises.
  • Support farmer groups to establish good marketing channel of their produced items. 
  • Support cooperatives to mobilize revolving funds and ensure the utilization of revolving funds on-farm/off-farm activities.
  • Support WCRC on operation and management of Child Endowment Fund/Revolving Fund.
  • Track monthly/yearly data (farmer group, ME/VT/farmers income, lease land, ME/VT/farmer’s children education and disability) and other activities related data on Online Program Management Information System (OPMIS) in coordination with Community Mobilizers and JTA.
  • Ensure timely implementation of the project activities in accordance with the work plan.
  • Document best practices, lesson learned and success of the project.
  • Coordinate with district/local level stakeholders and donor organization for the smooth running of the Child Poverty theme of Sponsorship program.
  • Coordinate with different thematic areas for integration of Sponsorship program. 
  • Support immediate Supervisor for planning, implementation, monitoring, evaluation and reporting of Sponsorship program.
  • Adopt and demonstrate ‘Do No Harm’ policy in each step of assignments.
  • The position holder will have to abide child safeguarding, protection from sexual exploitation, abuse, and harassment (PSEAH) policy including RWUA code of conduct. S/he will have to maintain dual adult rule while visiting/meeting children.
  • The other tasks assign by your immediate Supervisor.

Program Planning and implementation

  • Support to the Project Coordinator in planning, implementation, monitoring & evaluation, reporting and management of overall project. 
  • Develop and implement monthly action plan and support to Community Mobilizers in development and use of monthly action plan.
  • Ensure timely implementation of the project activities in accordance with the work plan.
  • Mobilize, manage and assist to Community Mobilizers for effective and timely implementation of the planned activities in assigned Municipality. 
  • Supervise and provide regular support to the project staffs including Community Mobilizers in implementation and management of project activities, trainings and workshops at field level. 
  • Liaise on regular basis with the Project Coordinator to identify results, on-going successes and challenges in implementation, follow up, monitoring and evaluation of activities.
  • Build functional networking and professional relationship with the stakeholders including government, media, communities, civil society and donor agencies to receive their support for collaboration and smooth implementation of the project activities.
  • Represent the project in the meetings with government agencies, donor and NGOs as well as in seminars and workshops as necessary.
  • Attend and participate in specified meetings with national, district and local level stakeholders and ensure good collaboration and communication.
  • Organize regular coordination meetings and feedback session with program staff.
  • Plan and ensure the timely procurement of materials needed for workshops, trainings and the equipment for the project activities.
  • Share and inform the Project Coordinator about encountered challenges, cultural components and further training needs for the staff and other stakeholders.
  • Provide regular support to the Community Mobilizers to deliver activities of high quality, including meetings/interactions at community level for effective community mobilization.

Field monitoring, Coordination, and Reporting

  • Conduct regular field visits to monitor the project activities, guide & assist sub-ordinates and supervise performances of staff.
  • Documents and compile researches, best practices, lesson learned and success of the project.
  • Assist Project Coordinator in development and implementation of monitoring and evaluation tools and plans for effective implementation and management of the project activities as well as to record, document and measure the project success and challenges.
  • Maintain regular contact with all the national, district and Municipality level stakeholders in the district for better synergy in implementation.
  • Review and check data collected and submitted by Community Mobilizers, ensure consistency and processing for further reporting.
  • Assist Project Coordinator in writing monthly, quarterly and annual reports of the program.
  • Organize monthly monitoring with programmatic checklists and develop reports with well and measurable recommendations. 
  • Collect, compile and submit 2 case stories on quarterly basis.
  • Follow up and monitoring of the community based monitoring register and support to PC for monthly updates in Monitoring/Issue Log Book.

Child Safeguarding

  • Ensure that all Program staffs understand and respect the Save the Children’s Child Safeguarding and Child Protection Policies.
  • Report on the protection concerns to the Project Coordinator in-line with the Save the Children’s Child Safeguarding Policy.
  • Ensure the Child Protection Policy and code of Conduct is visible at all Save the Children’s activity locations.

Well-being

  • Ensure that all staff members in program team are feeling comfortable in the job and team and inform the Project Coordinator if the employees face particular challenges or have specific needs.

Minimum required academic qualification and experience

  • Minimum Bachelor’s Degree in Agriculture (BSc Ag) with 3 years of working experience in a related field within a diverse team, (or)
  • Preferable Master’s degree in Agriculture (MSc Ag) with 2 years of working experience in a related field within a diverse team.
  • Proficiency in writing and speaking English, Nepali, and the local language.
  • Possession of a valid driving license.
  • Proficiency in computer skills (Microsoft Word, Excel, PowerPoint), and strong email and internet skills.
  • Ability to coordinate with local-level and district-level government structures such as Ward, WCRC, and farmers.
  • Capability to work under pressure and within tight timeframes.
  • Previous working experience with NGOs, INGOs and related.
