Project Goal:State and civil society anti-TIP stakeholders in the states of Maharashtra, Goa, Jharkhand, West Bengal and Delhi in India, and in Nepal and Bangladesh coordinate efficiently to protect and care for child survivors of inter and intra-state and cross-border sex trafficking through services responsive to the needs of survivors.
Project Objectives:

Objective 1: Improved coordination exists among state and civil society anti-TIP stakeholders (from community to national levels) to ensure resources are effectively managed and distributed to survivors of child sex trafficking. 

Objective 2: Strengthened victim centered services provide more responsive and needs-based assistance to survivors of child sex trafficking.

BACKGROUND INFORMATION 

ECPAT Luxembourg (ECPAT) is a non-profit, non-governmental organization founded in Luxembourg in 1995. It works to end the sexual exploitation of children. In Nepal, ECPAT Luxembourg has been working on the issue of sexual abuse and exploitation of children with several national partners since 2008.  (For more information, visit www.ecpat.lu).

ECPAT is currently implementing the MUKTI (Freedom) South Asia project, funded by the Office to Monitor and Combat Trafficking in Persons (TIP) of the U.S. Department of State. ECPAT plans to conduct midterm evaluation of the MSA project.

The project is a comprehensive regional initiative designed to combat child sex trafficking and strengthen survivor protection mechanisms. It empowers child victims through targeted, survivor-centered interventions while enhancing coordination between source and destination regions. The project focuses on improving access to justice and post-rescue rehabilitation services, ensuring that survivors receive holistic, rights-based support. By uniting government agencies, civil society organizations, and survivor-led initiatives, the project fosters a collaborative community of practice committed to building sustainable, child-sensitive systems. 

The mid-term evaluation aims to analyze and produce key findings, offering recommendations on its relevance and design, effectiveness, efficiency, impact, and sustainability—enabling informed adjustments and revisions for the remainder of the project period. The findings of the evaluation are intended to inform stakeholders in all the three countries, and contribute to ongoing efforts to improve interventions in this critical area, re-enforcing a cross-border collaboration.
