Expression of Interest (EoI) for Vendor Listing for Emergency Voucher Support in flood affected municipalities of Madhesh Province under REACH Project

Catholic Relief Services (CRS) is an international humanitarian non-profit making organization working to save, protect, and transform lives in need in more than 100 countries regardless of race, religion or nationality. CRS opened its country office after the earthquake in 2015 to support the earthquake recovery and reconstruction supports. Since then, CRS Nepal has already supported more than 30,000 households in housing reconstruction and livelihood improvement. CRS works with local partners and government to create long-term resilience for a brighter future for all. 

In response to the recent flooding caused by heavy monsoon rainfall from October 3–5, 2025, which severely affected Madhesh Province particularly the districts of Rautahat, Sarlahi, Mahottari, Parsa, and Saptari, CRS Nepal is implementing the REACH Project, funded by the Start Fund. The project, carried out in coordination with the National Disaster Risk Reduction and Management Authority (NDRRMA), local governments, and implementing partners Volunteer Corps Nepal (VCN) and Mandwi, aims to deliver rapid, life-saving, and inclusive assistance to flood-affected populations. Approximately 800 flood-affected households of Rautahat and Sarlahi will receive short-term support through a Shock-Responsive Social Protection (SRSP) approach, enabling them to access essential items via local markets and supporting the recovery of community market systems.

CRS Nepal, thus, calls for interested vendors to submit an Expression of Interest (EoI) for enlistment in the vendor roster to support the implementation of the emergency voucher assistance under the REACH Project. The enlisted vendors will supply pre-identified essential goods to flood-affected households in exchange for project-issued vouchers, ensuring timely, transparent, and accountable delivery of assistance.

EOI should be delivered to CRS (email: np_procurement@crs.org)  on 5th November 2025 (Wednesday).

• Valid PAN or VAT Registration certificate
• Tax clearance certificate of FY 2080/81 and tax extension of the FY 2081/82
