EXPRESSION OF INTEREST (EOI) FOR PARTNERSHIP: TERMS OF REFERENCE
CONTEXT
For more than 45 years, Médecins du Monde (MdM) is France based international medical humanitarian organization. MdM currently works in 30 countries across all continents, where it focuses on 6 priority areas: a) Humanitarian Space b) Harm Reduction c) Sexual and Reproductive Health and Rights, d) Migration, Exile, Rights and Health, e) Environment and Health, and f) Healthcare Systems and Rights.
MdM has been working in Nepal since 2001 on various topics such as Tuberculosis, HIV/AIDS, Sexual and Reproductive Health with Microfinance, Environment and Occupational Health, Solid Waste Management and humanitarian responses. Since 2018, MdM has been focused on Nepal strategically on environment and health projects. MdM is working on Environmental Health to improve the health status of waste workers (WWs) and farmers, mitigating their occupational risks and environmental exposure, mitigating harmful practices, and partnering with government and CSOs for advocacy and Policy strengthening.
MdM France invites EOI from the relevant Nepalese non-governmental organizations / civil society actors for its potential partnership for approximately 3 years.
MDM PERSPECTIVES
As a medical humanitarian organization, MdM is committed to international solidarity and has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.
Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
Our action is built on the following six thematic areas: a) Humanitarian Space b) Harm Reduction c) Sexual and Reproductive Health and Rights, d) Migration, Exile, Rights and Health, e) Environment and Health, and f) Healthcare Systems and Rights.
In addition, the three cross-cutting approaches are as follows: Mental health and psychosocial support, Childhood vulnerability, and Gender-based approach.
MdM promotes environmental and public health sustainability, which means all our interventions must be implemented in a manner that does not adversely affect the environment and public health.
PROSPECTIVE PROJECT
Title: “Strengthening Actions for Health and Environment (SAFE) Nepal” Expected Duration: 3 years
Expected Geography:
- Province Madhesh: Sarlahi district, Lalbandi Municipality.
- Province Bagmati: Kathmandu District, Kathmandu Metropolitan City
- Province Lumbini: Banke district, Duduwa Rural Municipality, Khajura Rural Municipality, and Nepalgunj Sub-Metropolitan City
Impact: To improve the overall health and well-being of vulnerable and marginalized populations by ensuring equitable access to quality healthcare services through strengthened health systems, increased community health awareness, and evidence- based policy advocacy.
- Objective 1: Promote occupational health and safety of vulnerable populations exposed to harmful environments.
- Objective 2: Strengthen an integrated and resilient primary healthcare system to deliver quality, inclusive, and accessible services to marginalized and underserved groups.
- Objective 3: Advance policy advocacy and foster multisectoral collaboration to translate inclusive health policies into effective and scalable local actions.
Crosscutting Interventions: Gender and Social Inclusion (GESI) and Emergency/Humanitarian Response
The project intends to achieve the following output by 2028.
Output 1.1. Vulnerable people in harmful environments are better able to reduce the negative impacts on health and promote sustainable initiatives for the community.
Output 1.2. Marginalized and vulnerable communities are empowered to enhance their access and right to health.
Output 2.1. Improved capacity of the local health system to deliver quality primary healthcare services, emphasizing occupational health and safety and sexual and reproductive health, with enhanced access and awareness among marginalized and vulnerable populations.
Output 3.1. Multisectoral collaboration and partnerships are strengthened to address emerging health challenges, with capitalization and scale-up initiatives in Sexual and Reproductive Health Rights (SRHR), Healthy City, Environmental Health, and Occupational Health and Safety (OHS) contributing to improved Primary Health Care (PHC).
Target beneficiaries:
The project intends to cater to the following direct beneficiaries of the targeted area.
- Vulnerable and Marginalized Populations: Waste Workers, Farmers, Reproductive-Age Group Women, Most at Risk Population
- Health Workers and Female Community Health Volunteers (FCHVs)
CRITERIA FOR PARTNER ORGANIZATION
- The organization should be a competent civil society organization and local non- governmental organization, duly registered or established with updated legal status and currently operating as per prevailing laws in Nepal and affiliated with SWC.
- The organization and their board members and management should not be affiliated with any political organizations.
- The organization has adequate implementation capacities related to thematic areas mentioned in the EOI.
- Potential organizations must have strong planning, monitoring, evaluation, and reporting mechanisms and strong administrative systems in place and have the capacity to monitor and track the results of the project against its baseline.
- Potential organizations must have a proper system for good governance,
- ensuring government compliance, transparency, and accountability towards rights holders, duty bearers, and donors in their decisions and work.
- Local NGOs registered and actively working in the proposed area/s.
- Preference will be given to the organizations established by or among the
- beneficiary groups and having technical competencies or proven experience relevant to proposed interventions.
- Preference will be given to the organizations that match MdM values and apply the principles of participation, non-discrimination, accountability, and transparency within the organization and programs.

- MdM reserves all the rights to reject/dismiss this EOI process without assigning any reasons to applicants.
- Only shortlisted NGOs will be notified for the further assessment. MDM reserves the right to ask for or obtain further details and documents from the shortlisted
- organizations during EOI evaluation and selection processes.
- The partnership is subject to the availability of funding to MdM and approval of the project agreement by the Social Welfare Council.
