Background of World Vision International Nepal:
World Vision International Nepal (WVI Nepal), under its Strategic Cycle (2026–2030), in partnership with different PNGOs aims to improve the well-being of one million children, particularly the most vulnerable. To address prioritized child well-being issues, WVI Nepal has introduced the Integrated Program Framework (IPF) – SHIELD, envisioning that all children live in a Safe, Healthy, Inclusive, Educated, Loved, and Dignified environment. WVI Nepal works across sectors including Education, Health, Livelihoods, and Child Protection, implementing long-term development and humanitarian programs in partnership with communities, local governments, NGOs, and media.
The program emphasizes community resilience through livelihood strengthening, climate-resilient agriculture, capacity building and strengthening community-based disaster management system. As part of this initiative, WVI Nepal along with PNGOs are supporting local governments to strengthen Disaster Risk Management (DRM) systems in line with: Disaster Risk Reduction and Management Act, 2017 Local Government Operation Act, 2017
The working areas of WVI Nepal face multiple hazards such as floods, landslides, fires, storms etc. which regularly impact communities, schools, agriculture, and infrastructure. Although DRM structures and plans exist, gaps remain in skill human resources for response and recovery.
Background information/context
The project is planning to conduct the Community Action for Disaster Response (CADRE) training to youth, adolescents and Local Disaster Management Committee (LDMC), Community Disaster Management Committee (CDMC) members. CADRE’s four-day training will equip community disaster management committee/local disaster committee members and community youths with practical skills in first aid/basic life support, mass casualty management, basic search and rescue, incident command, dead body management, and community hazard awareness. Thus, WVI Nepal invites sealed quotation/proposal from the qualified firms/companies to deliver or facilitate the CADRE training.
Objective of the consultancy:
The main objective of the consultancy is to deliver 10 events (4 days per event) of Community Action for Disaster Response (CADRE) training to youth members identified from LDMC/CDMC and community youths in five districts
Location of training:
- Mahottari, Sarlahi, Rautahat, Udaypur and Sindhuli
- Total 10 events (2 events in each district)
Training Facilitation
- Conduct a 4-day CADRE training based on standardized manual covering topics such as: first aid/basic life support, mass casualty management, basic search and rescue, incident command, dead body management, and community hazard awareness.
Bidding Process:
A complete study proposal, comprising separate technical and financial proposals with password proteced, is required. The proposal must clearly address the scope of work, methodology, deliverables, proposed instruments, and a comprehensive assignment implementation plan in accordance with the (TOR)
Bidders shall submit one email containing two separate files: a Technical Proposal and a Financial Proposal.
The attached files must be named as follows:

- [Consultancy Firm Name]_FinancialProposal_RFP_CADRE Training
The file names must clearly include the name of the organization/Consultancy firm and identify whether the attachment is the Technical Proposal or the Financial Proposal.
The method of selection shall follow the Quality and Cost Based selection (As per 70% technical offer and 30% price weight distribution) method, with the contract awarded to the bidder achieving the highest combined Technical & Financial score, in accordance with the Terms of Reference.
Full acceptance of WVI Nepal's Child & Adult Safeguarding Protocols and the Contract General Terms and Conditions (GTC) is a mandatory requirement and shall not be excluded, regardless of the nature of the services required. Non-acceptance of the GTC and/or the Child & Adult Safeguarding Protocols may result in the rejection of the proposal.
Terms and Conditions:
- Proposals received after the specified date and time of the invitation will not be considered.
- Submission of company registration certificate, VAT/PAN certificate, and copy of latest (FY81-82) tax clearance certificate is required.
- Quoted rate should be inclusive of all VAT, taxes and other necessary costs if required. Applicable Taxes will be deducted at source as per Government of Nepal Rules & Regulations.
- WVI Nepal reserves the right to accept or reject any bid or to cancel the bidding process and reject all bids, at any time prior to the award of the contract, without assigning any reasons whatsoever and without thereby incurring any liability to the affected Bidder or Bidders.
- WVI Nepal reserves the right to award one or more bids based on organizational needs and the available timeline.
- World Vision International Nepal is planning to establish Long Term Agreement with awarded consultant for one year with possible extension so, requested to submit financial proposal with validity for one year.
- The contract will be awarded in accordance with the criteria outlined in the Terms of Reference (TOR), and the successful bidder/(s) will be notified at the earliest date possible.
- Payment will be made within 30 days after receipt of goods, successful inspection and approval by the technical supervisor, and submission of an undisputed invoice. If there shall be any objections or specific expectations regarding payment terms, please state them in writing. Payment will be processed via online bank transfer in favor of your company.

- Duly filled proposals shall be submitted via email to npl_scmbid@wvi.org or hardcopy to WVI Nepal East field office Bardibas, Mahottari.
- Submission deadline: 12th August 2026 5:00 PM NPT. Bids received via any other medium or beyond deadline shall not be considered.
- Please be guided by the attached Terms of Reference [TOR] & annexes while preparing your technical proposal and financial proposal.
