Background

CARE is an international NGO with local staff and community partners in more than 90 countries. CARE started its operations in Nepal in 1978 and is one of the first international aid agencies to work in the country. CARE Nepal works to address systemic and structural causes of poverty and social injustice such as discrimination based on sex, caste, class, ethnicity or geography. CARE supports humanitarian actions to address vulnerabilities from climate change and natural disasters. CARE works with marginalized women and adolescent girls to ensure their empowerment, well-being and dignity through social transformation and access to quality social and economic services. To achieve this, CARE partners with a range of stakeholders, including local NGOs and other civil society organizations, social movement, government agencies, research and academic institutions, private sector and donors to support the most vulnerable communities and populations.

CARE Nepal works to fight poverty and achieve social justice through humanitarian and development programs. Its new strategy prioritizes Private Sector Engagement (PSE) as a key driver for sustainable impact and systemic change. CARE seeks to build strategic partnerships with businesses to co-create market-based solutions that advance gender equality, livelihoods, and resilience.

Objective

Develop a comprehensive PSE Strategy that:

• Aligns with CARE’s mission and global strategy
• Identifies private sector actors and shared value opportunities
• Provides actionable recommendations for de-risking, blended financing, CSR engagement, and sustainability
• Suggest sustainable delivery and financing models for CARE’s priority programs
• Integrates PSE across CARE Nepal’s programs

Scope of Work

Context Analysis, Strategy Development, Partnership Mapping, and ensure deliverables including draft and final PSE strategy, CSR landscape mapping, market-led delivery models, and presentation to CARE leadership.

Duration & Timeline

18 weeks (Jan–May 2025). Key milestones: Inception report (Week 4), Draft strategy (Week 12), CSR landscape map (14 week), Market led delivery model (Week 16), Final strategy (Week 18).

Eligibility

CARE Nepal has requested an eligible individual consultants or consulting firms with proven expertise in PSE, CSR, market systems, and development sectors.

CARE has a zero tolerance toward sexual exploitation and abuse and child abuse. CARE takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving CARE Employees and Related Personnel. CARE initiates rigorous investigation of complaints that indicate a possible violation of this policy and takes appropriate disciplinary action, as warranted.
