Sabal Nepal invites Expressions of Interest (EoI) from qualified consultancy firms/individuals to conduct a child-focused analysis of the Madhesh Provincial Government budget for advocacy under the Civil Society Organization Strengthening for Child Rights Project.

 

Background

Sabal Nepal is a youth-led humanitarian and development organization working across Madhesh Province in sectors such as WASH, Child Rights Governance, Child Protection, Health, Livelihood, and Climate Change.

With Nepal’s transition to a federal governance system, provincial governments now play a key role in budgeting and policy-making. This assignment aims to assess how effectively provincial budgets address children's rights in alignment with the UN Convention on the Rights of the Child (UNCRC).

 

Key Objectives

  • Analyze provincial budget from a child rights perspective

  • Assess allocation, expenditure, and policy impact

  • Conduct consultations with stakeholders

  • Prepare a comprehensive analysis report with recommendations

 

Eligibility

  • Minimum 5 years’ experience in child rights/governance

  • Experience in research, policy, or budget analysis

  • Strong understanding of provincial systems in Nepal
