Introduction:
Estate clerk is directly responsible to the Quarter Master (QM) and Defence Infrastructure Organisation Nepal DIO(N) UK in the management and administration of all BGN Estate in order to ensure that BGN is able to carry out its core functions of the Regional Command mission.

This position is advertised at 37 hours per week.
Job description/Responsibilities:
- Support the QM BGK/DIO(N) UK in the daily management and administration of all BGN estate responsibilities
- Responsible for the large volume of incoming telephone calls, assist callers, provide information make an appointment to schedule a meeting between landlords and QM BGN when required.
- Prepare visit programme as per BGN visit programme format for the DIO(N) Land Management Services (LMS) and the team and ensure accommodation for the visitors in order to give best of customer service.
- Maintain an up-to-date record of all BGN and BGP Service Family Accommodations (SFAs) and Substitute Service Family Accommodations (SSFAs) and encroachments.
- Prepare and plan allocation forecast of hirings and married quarters for the occupants in liaison with QM, DIO(N) and Accommodation Service Unit (ASU) in compliance with JSP 464.
- Collecting information while hiring a new property, comparing and negotiating rent in liaison with various estate agents, Landlords and local brokers and preparing necessary documents (New Requirement Form) NRF for overseas SSFA or Substitute Service Single Accommodation/Statement of Requirement SSSA/SOR.
- Knowledge of housing management legislation (ghar banaune muluki ain), basic building construction, relevant government policy and current market value and housing issues as per Nepal Government.
- Ensure all new properties are in compliant with JSP 464 (i.e within 500 metre radius), parking space, garden and well secured compound wall and gate for safety.
- Monitor and review lease/contract and understanding clauses on increments, termination, extension and preparing Deed of Variations (DOVs).
- Process applications 1132 according to the JSP 464 and maintain records and file.
- Assist and advice QM in problem solving in terms of disputes (lease, increment, termination, extension, external and internal refurbishment works.
- Liaise with DIO(N) UK directly in the absence of QM relating to the estate issues.
- Ensure the payment of rent to Landlords as per their lease agreements and arrange Govt tax deductions (10%), and coordinate meeting with Landlords for QM BGK and DIO(N) UK.
- Maintain up to date records of tax papers and make available to the Landlords when necessary.
- Issue SFA confirmation letter as per Combined Accommodation Assessment System (CAAS) banding as well move in and move out programme for incoming and outgoing personnel and their families.
- Conduct regular checks of all BGN hiring in liaison with ASU in order to identify faults and for the maintenance in liaison with Landlords and DIO(N) and communicating outcomes to tenants.
- Ensure and prepare encroachment rents and other charges are collected where applicable.
- Advice and assist QM BGN while handling breaches of tenancy and leasehold agreements, which could culminate in carrying out evictions
- Ensure that SDV sheet i.e. data base for hirings and Landlord's details are correct while preparing for UK DIO(N) LMS.
- Provide accurate information regarding SFA application procedures to both incoming and outgoing personnel.
- To assist commercial officer in the selection of appropriate/reliable suppliers by surveying market.

Work Experience:
- Minimum 3 years of experience in related Estate Management.
Qualification:
- Academic – Higher Secondary Studies (+2 or A levels)
- Technical – Familiar with MS Office Suite’s Applications (Including Access + Excel), Ability to evaluate and analyse numerical data, Accuracy in accounting, Knowledge of Customer care
- English – Excellent Written and Spoken
- Nepali – Excellent Written and Spoken

- Salary 95,534.00 NPR per month (Permanent).
