Background
Support Nepal (SNP), on behalf of the Initiative for Shared Prosperity in Koshi River Basin in Nepal (ISPKN) led by dZi Foundation, invites Expressions of Interest (EOI) from qualified consulting firms, research institutions or consortia to support the formulation and institutionalization of Local Disaster and Climate Resilience Plans (LDCRPs) in six municipalities in Nepal: Kepilasgadhi Rural Municipality (Khotang), Halesi Tuwachung Municipality (Khotang), Belaka Municipality (Udaypur), Sunkoshi Rural Municipality (Sindhuli), Hanuman Nagar Kankalini Municipality (Saptari) and Gadhi Rural Municipality (Sunsari).
Nepal’s DRRM Act 2017, DRRM Regulations 2018, DRR National Strategic Plan of Action (2018–2030) and the Local Government Operation Act 2017 position local governments at the center of disaster and climate risk management, with specific mandates for local DRRM structures and plans. MoFAGA’s Local DRRM Act and LDCRP guidelines, together with the Local Governance Performance Assessment System (LGPAS), provide frameworks for risk informed planning and performance assessment, including on disaster and climate change dimensions. Experience with LDCRPs and related local DRRM planning shows that many municipalities still face gaps in multi hazard risk analysis, DRRM institutional functionality, integration of DRR/CCA into plans and budgets, and systematic attention to gender equality, social inclusion, poverty and exclusion dynamics.
This assignment aims to help six municipalities formulate concise, implementation oriented and conflict sensitive LDCRPs that reduce vulnerability among poor and marginalized groups, strengthen DRRM institutions and systems, and better position municipalities for improved disaster and climate related performance.
Objective of the Consultancy
The consultancy will:
- Facilitate participatory but lean, conflict sensitive multi hazard, vulnerability and capacity assessments and LDCRP formulation in six municipalities, in line with national LDCRP guidelines and good practice in Nepal.
- Analyze and address exclusion and poverty dynamics, ensuring meaningful participation of women, Dalits, Janajatis, persons with disabilities and other marginalized groups throughout the LDCRP process.
- Strengthen DRRM institutions and instruments (LDMC/WDMCs, LEOCs, Disaster Management Funds and guidelines, Local DRRM Acts) to achieve minimum functionality and more inclusive, accountable risk governance.
- Support integration of prioritized LDCRP actions into municipal annual and multi year plans and budgets, with explicit linkage to disaster and climate change–related LGPAS indicators and pro poor, pro equity allocation.
- Build targeted municipal and ward level capacity for LDCRP implementation, monitoring and periodic review using practical tools and templates, including basic GESI, equity and conflict sensitivity checks.
Who Can Apply?
EOIs are invited from:
- Registered consulting firms, research institutions, or consortia; and/or
- Teams of individual consultants led by a legally registered entity able to contract with SNP.
Applicants should demonstrate:
- Proven experience in local DRRM/DRR planning and governance in Nepal, including LDCRPs, DRRM plans or risk sensitive land use planning.
- Experience in at least two of the following areas:
- Multi hazard risk assessment and mapping.
- Municipal DRR/CCA mainstreaming into plans and budgets.
- Local governance and institutional strengthening with municipalities/rural municipalities.
- Strong experience in designing and facilitating participatory processes with local governments and communities, including marginalized and hard to reach groups.
- Demonstrated expertise in gender equality and social inclusion (GESI) and working on poverty and exclusion issues in Nepal, preferably in the DRR/CCA or local governance sector.
- Desirable: familiarity with LGPAS or other local governance performance systems; basic GIS capability; experience integrating conflict sensitivity and “do no harm” in local development or DRRM programming.

- Organizational profile and legal status.
- Relevant experience (at least 3–5 similar assignments in last 5–7 years).
- Initial technical response (Our approach integrates the LDCRP into municipal budgeting and LGPAs using a cost-effective, data-driven strategy that balances technical quality with a GESI-focused vulnerability index to ensure inclusive, locally-led resilience).
- Indicative core team (short bios of key experts and availability April- August 2026).
- Administrative details (contact person, government registration, tax clearance status).
