Janahit Gramin Sewa Samittee (JGSS) is a Sindhupalchowk based NGO, registered in 1992, is pioneer in conducting economic development, social mobilization, local governance, poverty reduction, health, and sanitation and hygiene promotion programs in the district. JGSS is committed to improve the livelihood of the rural people especially the poor and the marginalized through self-help and community mobilization.

1. Background:
Aftermath the devastating earthquake 2015, to cater the need of earthquake affected people of Chautara-sangachowkgadi municipality (ward no 1, 2 & 3) and Indrawati Rural Municipality (ward no 1) of Sindhupalchowk district Janahit Gramin Sewa Samittee (JGSS) is implementing livelihood and WASH recovery project since August 2016 with the financial support of Caritas Germany and Caritas Nepal.
The overall objective of the project is, the people affected by the earthquake in target areas are able to restore and enhance their resilience to future disasters. The three major areas of intervention of the project are Livelihood, WASH and DRR. The expected outcome of the project is that the targeted families have restored and diversified livelihoods. Increased access to potable water and improved Hygiene, sanitation for most vulnerable people. Communities are able to determine approaches in increasing their capacities to survive hazards and bounce back.
So far, the project has repaired/reconstructed 12 drinking water supply scheme and 13 irrigation schemes benefiting 522 HH and 1031 HH respectively. Likewise, 2859 people have made aware of hygiene and sanitation through different sessions in schools and community level awareness activities. 14 (283 people) agriculture groups have been provided with technical know-how and input support and have started improved agricultural practices and group saving and credit practices as well. Similarly, as a DRR mitigation measure, 6 gabion retention wall has been constructed to minimize the risk of potential landslides in school and community. Moreover, the project has reached more than 2500 HH providing with livelihood, WASH and DRR preparedness support.
Since the project is in the final year of implementation and going to end on December 2019, therefore we invite interested eligible candidate and consulting firm to submit the technical and financial proposal for the collection and documentation of the human interest stories reflecting the achievement of project intervention and good practices as well.
2. Objectives of the Assignment
- The main objective of this assignment is to document the Project’s good Practices, human interest stories and lesson learned that merit attention for documentation as knowledge products for wider dissemination.
- Specific objectives include;
- Document the good practices, human interest stories and lessons learned during the project implementation cycle in the form of narrative, case stories and photographs for showcasing to a wide spectrum of audience.
- Capture and document case stories that have evolved at the ground level during the project implementation cycle with relevant photographs showcasing changes and impacts brought out by the project
3. Scope of Works
The scope of works includes inter-alia, but not limited to the following:
Undertake a desktop review of the project document, annual progress reports and other relevant documents to have a clear understanding of project’s objectives and outcomes. Review Good Practice, Lesson Learnt and Case stories documents of other development agencies to have understanding and clarity on the concept.
Based on the review and analysis, prepare an inception report including a clear cut methodology, time frame and steps to be followed to undertake the above study.
- Present the inception report with detail timeline during a consultative meeting comprising of JGSS and CN.
- Refine the methodology based on the inputs and comments and prepare a checklist of topical themes for documenting best practices, lessons and case stories.
- Undertake central & field level consultative meetings with Project team, collaborating partners including and stakeholders to identify and probe probable areas for documenting good practices and lessons realized during the implementation of the project.
- Undertake field visits under all components with a maximum of two weeks spent on a field visit for the collection of information with local stakeholders, communities and institutions.
- Organize meetings with local stakeholders and employ appropriate tools and methods (discussion, interactions, Focused Group Discussion, Key Informant Interview) to generate information at various levels such as institutional, empowerment, awareness, capacity building in a bid to identify good practices and lessons and to develop specific case stories within that dimension. Selection and areas for probing case stories to be documented shall be discussed and decided with the project team.
- Assess and review the various interventions, technology both structural and non-structural measures that have contributed towards the safety and well-being of local communities.
- Based on the review, analysis and groundwork explore and document good practices, lessons and case stories.
- Present the draft report during a consultative meeting for feedback/review and comments. Submit a ready to print hard and soft copy of the final product at JGSS/CN. The report will consist of:
a. Narrative of good practices & lessons
b. Case Stories
c. Photographs with captions
4. Specifications
The Consultant will develop at least 25-30 case stories covering project components. Each of the case stories will be within a range of 600 -1000 words. The report along with case stories shall be submitted in the English language. The Consultant will be responsible for the final editing/proofreading of the stories collected from the fields, which can be used for publication by the project.
Photographs:
- A total of 30 high-quality photographs of project sites, interventions and beneficiaries proportionate to both components shall be submitted.
- Caption each photograph with specific details such as geographical location, name of the person (for portraits), activity and any other relevant information for easy identification and location. Captions should be embedded in the jpeg images and also provided in a separate text document.
- Photographs should be provided in electronic form in the external hard drive or flash disk.
Photo features:
- Format of electronic pictures: JPEG, maximum TIFF, BMP, PNG
- Colors: minimum RGB, maximum CMYK
- Resolution: high (minimum 300 dpi scale up to A1 size)
- Pixel dimension: 1600x900 px
5. Study area
Working areas of the project are wards 1, 2 & 3 of ChautaraSangachokwgadi Municipality (Syaule and Batase) and ward 1 of Indrawati Rural Municipality (SimpalKavre) of Sindhupalchowk district
6. Assignment duration & deliverables
Duration of this assignment is of 5 weeks including consultation, field visit and preparation and submission of the final report. This consultancy will be implemented during the period 25th September to 15th November 2019. An inception report will be due within 1 week after contract signing, Presentation of preliminary findings and submission of draft report will be due on November 10th, and a final report will be due on November 15, 2019.
The contract will be deliverable-based and payment will be made after submission of the deliverables as specified in the contract agreement. An original copy of final report (hard & e-copy) is to be provided by the Consultant.
Deliverables:
- An inception report with a clear study methodology and time frame and final checklist and content of themes and topics to be documented as good practices/human interest stories/lessons/case stories.
- One day workshop on what are lessons learned and best practices and recommended methods to capture these practices in the project cycle based on the project experience.
- Producehuman interest stories/case studies (20), good practices (8-10) and other knowledge products as agreed by the project team as lessons learned and best practices based on a format generated and agreed upon.
- Final Report will reflect a compilation of the information collected, results produced and recommendations.
7. Eligibility:
The potential institution/individual having the following criteria can apply for this assignment along with technical and financial proposal:
- At least 5 years of progressive experience in collection and documentation of the knowledge document
- Prior work experiences in the documentation of good practices, human interest stories, lessons learned, case stories and feature writing
- Should have well knowledge in current humanitarian and development affairs i.e. SDG, Sendai Framework, CHS and Sphere standard
- Knowledge and experience in Livelihood, WASH and Disaster Risk Reduction
- Understanding of the local context (culture, social and geological)
- Proven analytical and report writing skills in English is a must
8. Guidance and Supervision
The Consultant shall work under the overall guidance and supervision of CN and JGSS project team.
9. Mode of Payment
The Consultant shall be paid in three instalments upon request with tax invoices:
- First Installment: 30% of the contract amount shall be paid upon submission of inception report with detail methodology framework and plan and acceptable to the procuring entity
- Second installment: 40% of contract amount shall be paid upon submission of the draft report and acceptable to the procuring entity
- Third/Final Installment: 30% of the contract amount shall be paid upon completion and submission and acceptance of the final report.
10. Copy right
All materials arisingout of the consultancyshall remain the propertyof JGSS/Caritas Nepal
11. Confidentiality / Non-disclosure
All material issued in connection with this ToR shall remain the property of JGSS/Caritas Nepal and shall be used only for the purpose of this procurement exercise. All information provided shall be either returned to JGSS/Caritas Nepal or securely destroyed by unsuccessful applicants at the conclusion of the procurement exercise.
During the performance of the assignment or at any time after expiry or termination of the Agreement, the Consultant shall not disclose to any person or otherwise make use of any confidential information which s/he has obtained or may in the course of this agreement relating to JGSS/Caritas Nepal, the respondents or otherwise.
The consultant will be required to sign a non-disclosure/confidentiality agreement as part of their undertaking of this work.
12. Evaluation Criteria
After evaluation of the proposal by the Procurement Committee, JJSS in consultation with Caritas Nepal will make award to the applicant whose proposal provides the best value, considering both technical and cost factors.

Incomplete applications and applications received after the deadline will not be considered. Only short-listed proposal will be contacted for further discussion and will be required to present their proposed methodology and previous similar experience. Canvassing at any stage of the process shall lead to automatic disqualification of the application.
