Job Title: District Project Officer Duty Station: Kapilvastu JOB SUMMARY The District Project Officer (DPO) will hold primary responsibility for the implementation of district-level project activities in USAID Child Survival and Health Grants Program-funded project in Nepal, “Partnership for Maternal and Neonatal Health (PMNH).” This role includes overall management of the project at the district level, supervision of field staff, and establishing and maintaining effective coordination with key stakeholders. S/he will be based in the project district office in Kapilvastu and will report to the Training and Operations Coordinator in Kathmandu. PRIMARY RESPONSIBLITIES Program design, planning and implementation • Incorporate district specific components into the project’s overall plan; • Ensure implementation and supervision of project activities are based on program design and are in-line with local/district context and culture; • Work in close collaboration with District Public/Health Office (DP/HO) staff to provide technical support, especially in problem analysis, priority setting, target setting and project development; • Identify needs for capacity development of district NGOs and government partners; • Develop and implement quarterly training schedules and participatory facilitation methods and tools where necessary. • Draft regular case studies of project successes and lessons learned. Monitoring evaluation, documentation and dissemination • Support and help facilitate end-line evaluations; • Monitor and supervise the implementation of project activities to ensure that they are being implemented in accordance with the project plan and technical guidelines; • Assist in carrying out operations research activities as needed, or identifying areas for future operations research and documentation; • Prepare periodic progress reports and work closely with the project team and partners in ensuring the accuracy of project data; • Assist in the drafting and reviewing of project documentation reports, and participate in dissemination activities as necessary. • Discuss and share lessons learned at local meetings. Human resource management and development • Manage day-to-day staff concerns and motivation levels; • Identify and preempt any serious human resource issues and forward them to the Training and Operations Coordinator and Finance and Administrative Officer. Coordination and public relations • Serve as the primary point of contact for information transfer between the district and central office; • Liaise and build effective working relationships with district partners including DP/HO, WDO, LDO, DDO, and local NGOs; • Assist in identifying and addressing any information gaps between DP/HO staff, health facility staff, and project staff; • Represent and advocate for the project and HealthRight in relevant district level meetings and conferences. Administration and financial management • Ensure appropriate usage of office equipment and supplies; • Oversee financial projections and reporting at the district level and regular reporting to the project’s central office. • Serve as district bank signatory. QUALIFICATIONS • Staff Nurse/Health Assistant with Bachelor in Nursing,/Bachelor in Public Health or equivalent . • At least 4 years of supervisory experience in implementing health projects with INGOs, preferably USAID-funded child survival projects. • Experience in developing and conducting health-related trainings and community mobilization interventions. • Experience and comfort working with DHO staff, health providers, and community-based networks. • Good knowledge of maternal and neonatal health desirable. • Excellent communications skills (written & verbal). • Familiarity with Kapilvastu district preferred. • Computer skills especially in Word, Excel and Power Point; SPSS a plus.
