Job Summary The District Project Officer (DPO) will hold primary responsibility for the implementation of district-level project activities in new four-year USAID Child Survival and Health Grants Program-funded project in Nepal: “Partnership for Maternal and Neonatal Health (PMNH)”. This role includes overall management of the project of the district, supervision of field staff, and establishing and maintaining effective coordination with key stakeholders. S/he will be based at the project district office in either Kapilvastu or Arghakhachi and will report to the Program Officer in Kathmandu. RESPONSIBLITIES Program design, planning and implementation • Lead in district project development incorporating district specific components into the project’s overall detailed implementation plan (DIP); • Ensure implementation and supervision of project activities based on program design and in-line with the local/district context and culture; • Work in close collaboration with District Public/Health Office (DP/HO)staff to provide technical support, especially in problem analysis, priority setting, target setting and project development; • Identify needs for capacity development of district NGOs and government partners; • Develop and implement annual training schedules and participatory facilitation methods and tools where necessary. Monitoring evaluation, documentation and dissemination • Coordinate the baseline assessment and DIP development process specific to that district; • Support and help facilitate mid-line and end-line evaluations; • Monitor and supervise the implementation of project activities to ensure that they are being implemented in accordance with the project plan and technical guidelines; • Identify need and areas for operations research; • Prepare periodic progress reports and work closely with the project team and partners in ensuring the accuracy of project data; • Discuss and share lessons learned at local meetings. Human resource management and development • Manage day to day staff concerns and motivation levels; • Identify and preempt any serious human resource issues and forward them to the Program Officer and Finance and Administrative Officer. Coordination and public relations • Serve as the primary point of contact for information transfer between the district and central office; • Liaise and build effective working relationships with district partners including DP/HO, WDO, LDO, DDO, and local NGOs; • Assist in identifying and addressing any information gaps between DP/HO staff, health facility staff, and project staff; • Participate and represent/advocate for the project and HealthRight in relevant district level meetings and conferences. Administration and financial management • Set-up of the district office; • Ensure appropriate usage of office equipment and supplies; • Oversee financial projection and reporting at the district level and regular reporting to the project’s central office. QUALIFICATIONS • Bachelor in Nursing/BPH with Health Assistant background At least 5-7 years of supervisory experience in implementing health projects with INGOs, preferably USAID-funded child survival projects. • Experience in developing and conducting health-related trainings and community mobilization interventions. • Experience and comfort working with DHO staff, health providers, and community-based networks. • Good knowledge of maternal and neonatal health desirable. • Excellent communications skills (written & verbal). • Familiarity with Kapilvastu and/or Arghakhachi districts preferred. • Good computer skills especially in Word, Excel and Power Point.
