Preservation of Environment and Social Welfare Association of Nepal (PESWAN) non-profit social NGO based in Mahendranagar, Kanchanpur. PESWAN is dedicated to help the people living in diverse communities throughout the country, working especially for the vulnerable, marginalized and poor population to uplift their lives and well-being. PESWAN is working the Environment, Health, Education, Disaster Risk Reduction/Climate Change Adaption and Livelihood along with Governance, GEDSI and Advocacy as cross cutting themes.
PROGRAM SUMMARY:
Preservation of Environment and Social Welfare Association of Nepal is implementing the Managing Risks through Economic Development (M-RED) project for approximately 1.5 years in vulnerable communities of Suklaphanta, Laljhadi and Punarbas in Kanchanpur District, M-RED focuses on the nexus between economic development and disaster preparedness, aiming to enhance community resilience to recurring shocks and stresses. The project promotes sustainable, scalable interventions through disaster readiness, early action, innovation, and localization, adapting technologies and methods to address evolving disaster and climate risks.
M-RED will accelerate the replication and scaleup of its interventions through multi-pronged approach -: increasing self-sustaining disaster readiness capacities in target communities, and influencing the enabling conditions needed to promote sustainability, replication, and scale while promoting innovation through early action, community led anticipatory action and localization.
The project will focus on adapting and refining technologies, tools, and methods to maintain relevance, appropriateness, and sustainability in the face of shifting disaster and climate risks and changing socio-economic conditions. The project will support creating enabling conditions for interventions through external resources from government, private sector, and service providers (investment and technical support) that will amplify the broader impact of M-RED.
1. Disaster Risk Management and Anticipatory Action Officer (DRM &AA Officer) - One
Duty Station: Office Based, PESWAN Office Mahendranagar with frequent field visit to M-RED program area in Kailali and Kanchanpur
Job Summary
The Disaster Risk Management and Anticipatory Action Officer will be responsible for implementing the overall interventions of the M-RED Project in Kanchanpur district with guidance from the Executive Director (ED) of the PESWAN. The DRM and AA officer will be responsible for supporting the effective planning, implementation, and monitoring of project activities related to Disaster Risk Management (DRM), Anticipatory Action (AA), Nature-based Solutions (NbS), and Risk Sensitive Livelihoods. The incumbent should lead to the technical implementation of Community-Led Anticipatory Action (CLAA), Group Cash Transfer (GCT), and localization of Early Warning Systems (EWS). The role involves providing technical guidance to field teams and local stakeholders, ensuring quality delivery of interventions, and promoting inclusive, climate-resilient, and locally led approaches. The officer will work closely with communities, local governments, and program staff to strengthen capacity, foster coordination, and contribute to evidence-based programming. The primary responsibility of the DRM and AA officer is to supervise Community Facilitator and coordinate and collaborate with M-RED program teams at Mercy Corps and SEEWAC Kailali along with program stakeholders.
Academic Education, Knowledge and Work Experiences:
- Bachelor's degree in natural resource management, social science, environmental science, Disaster risk management/climate change or forestry with minimum three years of experience, or a relevant technical diploma with five years of experience.
- Proven experience in Disaster Risk Reduction and Resilience (DRRR), Climate Change Adaptation (CCA), Natural Resource Management (NRM), Forecast-Based Action (FbA), Anticipatory Action (AA), Vulnerability and Capacity Assessment (VCA), Group Cash transfer (GCT), planning processes, risk governance, watershed-based approaches, and engagement in multi-stakeholder forums is highly preferred.
- Familiar with disaster risk reduction (DRR) data management systems such as the BIPAD Portal, Decision Support System (DSS), GIS and remote sensing, and the DRR-development-humanitarian nexus will be considered an added advantage.
- Clear understanding of disaster preparedness, emergency response, and humanitarian principles and approaches is essential
- Relevant technical training.
- Experience working in disaster risk reduction and market value chain nexsus and nature-based solutions
- Good understanding of the GEDSI approach and safeguarding principles.
- Sound computer skills (English/Nepali typing)
- Work experience with communities, cooperatives, the private sector, and local government of the M-RED program districts and local level is highly desirable
- Experience community mobilization, staff supervision and facilitation skills added advantages
- Excellent written and oral communication skills in English and Nepali, knowledge of local language will be added advantage.
- A two-wheeler driving license is preferred.

SUPERVISORY ROLE: Community Facilitators
