Digital Broadcast Initiative Equal Access (DBI EA) is a nonprofit, non-government organization established in February 2004 in Nepal with a goal to create positive change by providing critical information using Communication for Development (C4D) approaches. DBI EA aims to accomplish this goal by using the media, state of the art information and communication technology (ICT), effective partnerships and local community engagement. Since its inception in 2004, DBI-EA has implemented projects on an array of thematic areas including media development, health, agriculture and livelihood, human rights and transitional justice, good governance, primary education and early childhood development, gender issues, adolescent issues, and local development among others. DBI-EA creates customized communication and outreach solutions to address the critical issues across Nepal. This is accomplished through close partnerships with community radios and local media, which ensures greater local ownership, impact and sustainability. The communication component includes designing, producing compelling multilingual audio and multimedia content and broadcasting through national and local FM networks. Outreach activities include a wide range of activities like training, orientation, local partnerships, local content, Radio Discussion Groups (RDGs), public hearing, discussion forum, and edutainment fair. All activities are guided by DBI EA’s experiences in Social and Behavior Change Communication (SBCC).

Position: Deputy Director

The Deputy Director’s responsibilities are to provide strategic direction to the DBI EA efforts in social and behavior communication change. Under the guidance of the DBI EA Board and supervision of DBI EA Executive Director, the Deputy Director will work with the Senior Management Team on policy, planning, procedure, coordination, implementation, resource mobilization monitoring and evaluation. 

DUTIES AND RESPONSIBILITIES:

1. Operations:

  • Ensure that the required compliances of the organization are put well in place, along with ensuring all the donor compliances are met and both organization’s and donor’s compliances are followed throughout
  • Ensure effective, efficient, and high-quality implementation of program activities
  • Design and execute plans to achieve the goals and objectives of the organization's strategic documents set by the board.
  • Develop and implement strategies aiming to promote the organization’s mission.
  • Ensure that the implementation of the programs is in line with organization's policies and any other donor's policies
  • Strengthen and mobilize the program, administration, and finance department of the organization by providing necessary, guidance, support and inputs.
  • Implement decisions made by the Executive Committee and passed by Annual General Meeting.
  • Organize different meetings such as partners/donors meeting, periodic and annual review and planning meeting, Senior Management Team (SMT) meeting and Annual General meeting and Assembly and any other meetings as per need
  • Report to the Executive Committee on the operational, administrative, and financial aspects of DBI EA Nepal and ensure that the Executive Board is made aware, in a timely manner, of key strategic and other operational achievements as well as challenges faced during implementation of the program.
  • Review and finalize ToRs for external studies, audits and follow-up surveys and any other external consultancies DBI may choose to undertake.

2. Program development, implementation and fund raising: 

  • Lead the Program Team ensuring effective, efficient, result-based, and timely delivery of planned activities of different programs.
  • Lead the proposal writing team ensuring the proposal meets all the requirement and compliances and is submitted well before deadline.
  • Play a strategic role in new program/project development and resource generation including overall responsibility for the program development, implementation and fund-raising
  • Ensure ongoing programmatic excellence, rigorous program evaluation, and consistent quality of finance and administration, communications, and systems; recommend timelines and resources needed to achieve the strategic goals.
  • Ensure effective systems to track progress, and regularly evaluate program components, so as to measure successes that can be effectively communicated to the board, donors and other partners.

3. Human resources management: 

  • Effectively lead the team by providing clear direction, addressing development and performance management through ongoing dialogue and mentoring, fostering a teamwork approach, addressing possible conflicts in a positive and constructive way, encouraging initiatives, and maintaining effective working relationships with fellow staffs within organization’s strategies and policies. 
  • Foster organizational learning and provide necessary capacity building opportunities for staff members.
  • Assist in hiring, and promoting the staff based on performance appraisal, and inform the staff well about their performance and about ending their contracts well in advance as per organization’s policy. 
  • Maintain a positive work environment that facilitates collaboration and information sharing and is conducive to attracting, retaining, and motivating professional staffs with diverse talent.
  • Ensure that organization's operations are free from any biases that are detrimental to equality, inclusiveness, or a positive working environment.

4. Representation and networking: 

  • Establish and maintain good representation of DBI EA Nepal with government bodies, media, funding agencies, CSOs and other stakeholders and in relevant forums
  • Coordinate and maintain effective communications with funding agencies, like-minded organizations, stakeholders, and Executive Committee members to expand the working area.

KEY REQUIREMENTS:

  • Master's degree in communication/management, development, or another related field.
  • Minimum of 10 years of relevant professional experience with at least five years of experience in senior level management position.
  • Result oriented team leader with excellent teamwork skills in management and administration.
  • Experience in multi-donor's project management; preferably media or communications related projects. 
  • Experience of representing organizations in the media, national conclaves, conferences etc. as the face of the organization
  • Impeccable managerial and interpersonal communication skills, with proven record of effectively interacting with senior management.
  • A good track records in planning, fund raising, budgeting, preparing reports and M & E.
  • Excellent oral and written communications skills in Nepali and English.
  • Good knowledge of the media in Nepal would be an asset.
