BACKGROUND AND OBJECTIVES
1.1. Background
The importance of anticipatory action in mitigating the effects of weather- and climate-related hazards is becoming more widely acknowledged. By creating pre-established plans with predetermined action triggers (based on risk analysis and projection) linked to pre-arranged funding, the strategy makes it possible to act before a disaster strikes, at the appropriate moment, to lessen the possible harm that hazards could do to people, property, and livelihoods.
In the context of Nepal, Nepal Red Cross Society (NRCS) is a key actor engaging in anticipatory action (AA). NRCS has made notable progress in institutionalizing AA for floods, particularly in flood-prone areas in western and eastern Nepal. NRCS serves as an auxiliary to the government and works closely with government agencies at all levels across the country. NRCS has the strategic positioning nationally which will allow them to support the National Disaster Risk Reduction and Management Authority (NDRRMA) and Community of Practice relevant to Disaster Risk Management including anticipatory action.. It made significant strides in implementing anticipatory action at some local levels, particularly for flood and extreme heat hazards. NRCS, as one of the pioneers in anticipatory action in Nepal, began with pilot interventions focusing on flood in 5 municipalities, which expanded to 12 municipalities after successful testing and learning of this innovative approach. Key accomplishments at the local government level included creating a flood trigger model and Standard Operating Procedures (SOPs) that incorporated a flood early-action framework into disaster risk management (DRM) plans. Additionally, it introduced heat anticipatory action through the formulation of Heat Action Plan in four local governments, namely Nepalgunj, Siddharthanagar, Biratnagar and Dhangadhi. NRCS implemented anticipatory action on heatwave engaging health volunteers and frontline health workers by providing health services to the most vulnerable communities, raising awareness on health impacts and safety measures, linking individuals to health services, providing health checkups, and conducting rehydration campaigns. Most importantly, NRCS has not just paved the path but also strongly supported the national government in developing the National Framework on Anticipatory Action. The project titled "Roadmap for the Institutionalization of Heat Anticipatory Action in Nepal" aims to address the impacts of extreme heat on vulnerable populations by building the knowledge base for institutionalizing heat anticipatory action into Nepal's disaster risk management systems. The project will identify existing capacities and gaps within current systems, create a comprehensive roadmap with informed recommendations for institutionalization, and engage all relevant stakeholders to ensure comprehensive information and potential plans are generated.
