Terms of Reference

To facilitate the end-to-end National Simulation Exercise: Enhancing Preparedness and Response to Warnings

Summary of PurposeThe assignment aims to carry out high level end-to end national simulation exercise in Kathmandu focusing on flood and associated disaster scenario bringing together all the EW4All global pillar leads, government line ministries, pillar leads and co-leads at country level and key stakeholders functioning in disaster preparedness and response at national level.
Scope of Work of the ConsultantThe national SIMEX will be conducted in Kathmandu focusing on end-to-end EWS triggered by flood. A series of preparatory meetings will be organized between the government authorities, security agencies, EW4All pillar leads (Pillar 1: Disaster Risk Knowledge- led by the United Nations Office for Disaster Risk Reduction, Pillar 2: Detection, observation, monitoring, analysis, and forecasting - led by the World Meteorological Organization, Pillar 3: Warning dissemination and communication - led by the International Telecommunication Union and the Pillar 4: Preparedness and response capabilities - led by the IFRC) and co-leads and humanitarian organizations. There will be a large national SIMEX in February as part of the EW4All Initiative focusing on end-to-end EWS led by the GoN in collaboration with all the pillar leads. The term “end-to-end” refers to the full value chain of processes required to ensure that early warning systems function effectively from inception to impact. This encompasses not only the detection and forecasting of hazards but also the dissemination of timely, actionable, and understandable information that enables individuals and communities to take informed, life-saving action.
Summary of MethodologyThe National SIMEX will adopt participatory and practical approach ensuring participation from high-level government authorities to local community people. It includes review of the IFRC’s end-to-end SIMEX toolkit coordination, planning, designing, and methodology of the exercise and its scenario, narratives and preparing required injects. The, preparatory meetings with the governments with NDRRMA, MOHA, IFRC, NRCS and other EW4All Pillar leads and co-leads, and clusters will be carried out. Orientation to the participants on the modality of the Exercise Control Team (EXCON), for Desktop/functional/SIMEX exercises.

1. Background

Early Warning Systems (EWSs) have proven to be effective in mitigating disaster impacts. The recent report shows that disaster related mortality in countries with more comprehensive Multi Hazard Early Warning Systems (MHEWSs) capabilities is nearly six time lower than in countries with limited capabilities. The average mortality rates are reducing; however, the number of disaster-affected people continues to rise.

The Early Warnings for All (EW4All) is a global initiative announced by the United Nations General Secretary on World Meteorological Day in March 2022 and subsequently launched its Executive Action Plan at the 27th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP27) in November 2022. The initiative sets an ambitious plan to ensure that everyone, everywhere, is protected by life-saving early warning systems by 2027.

Nepal is one of the thirty countries identified as the initial roll-out countries for EW4All initiative. The Government of Nepal (GoN) as a part of this global initiative, officially launched the EW4All initiative in 2023 through hosting a multi-stakeholder EW4All consultation workshop. At present, the GoN is at the final stage of finalizing the Multi-Hazard Early Warning System (MHEWS) framework which serves as the national EW4All Action Plan. The Ministry of Home Affairs (MoHA), National Disaster Risk Reduction and Management Authority (NDRRMA) has been leading the initiative.

2. Context

The EW4All initiative consists of four pillars, 1) Disaster risk knowledge, (led by UNDRR), 2) Detection, observation, monitoring, analysis, and forecasting of hazards (Word Meteorological Organization), 3) Warning dissemination and communication (Led by International Telecommunication Unit) and 4) Preparedness and response capabilities (led by the IFRC). It aims to promote multi-sector and multi-stakeholder coordination, an enabling institutional and legislative environment with clear roles and responsibilities, and adequate operational capacities, are essential for effective and consistent EWSs.

To strengthen coordination and ensure effective implementation of the initiative at the national level, the Government of Nepal has designated pillar leads and co-leads for each area, as given in the table below.

The IFRC, pillar 4 global lead together with the Nepal Red Cross Society and its Membership has been supporting the GoN for the implementation the EW4All Initiative. The end-to-end simulation (SIMEX) exercise is one of the activities designed under the Climate Risk and Early Warning Systems (CREWS)-financed EW4All accelerator project that aims to strengthen the capacity and enhance coordination of local communities, the Government of Nepal, and other stakeholders for effective EWSs. The SIMEX seeks to test systems, chains of command, and protocols without the expense of deploying assets and is thus the most useful modality for testing the early warning and early action capabilities of a country to respond to an emergency of which there is some warning.

The National SIMEX will be conducted on the leadership of the MoHA and the NDRMA in close coordination with the IFRC, NRCS and EW4All national pillar leads, co-leads and other line ministries, UN agencies, humanitarian organizations and media. The end-to-end SIMEX will be focused on flood, one of the recurrent disasters in Nepal.
