SNV’s WASH programming in Nepal:

SNV Nepal presently leads two WASH projects, WASH SDG and Beyond the Finish Line (Water for Women) - inclusive and sustainable Rural Water Supply Service Project. The former focuses on urban sanitation in four cities in four different districts, following SNV’s approach Urban Sanitation and Hygiene for Health and Development. The latter focuses on rural water supply service improvement in eight rural municipalities of Dailekh and Sarlahi districts, following SNV’s approach Area-wide Rural Water Supply Services.

Overview on COVID-19 New Initiative:

The DFAT Australia’s Water for Women Fund supported - Beyond the Finish Line (BFL) - Inclusive and Sustainable Rural Water Supply Service project is being implemented in four Rural Municipalities (RM) of Dailekh and four Rural Municipalities of Sarlahi (2019-2022). While the project implementation has been continuous, the COVID-19 pandemic affected the people’s lives in Nepal too and the government first time Declared country as lockdown since 24 March 2020. Meanwhile, the as per the DFAT Australia’s priorities for New COVID 19 initiatives, SNV received COVID-19 pivot, which aims to support Health Facilities (HFs) in order to address COVID-19 related challenges, by supporting infection prevention in all the HFs in one target RM in each of the existing two working districts, Dailekh and Sarlahi. This includes improving capacity and facilities for both WASH infrastructure and infection prevention practices. The project complements the Beyond the Finish Line’s objective to improve access to water supply, handwashing with soap and menstrual hygiene management, by adding further focus on HFs and COVID-19 prevention, and to develop the capacity of RMs for WASH in Health Care Facilities.

The project interventions were conducted to support strengthening of both gender and social inclusion processes and outcomes, following the “leave no-one behind” and “do no harm” principles, in line with the Water for Women Fund’s objectives.

The expected inclusive outcomes of initiative were as follows:

  • SNV will support all health facilities in the two RMs with technical assistance and capacity development, for them to understand design of WASH services and facilities ensuring accessible water, sanitation and hygiene for women, children, and people with disabilities.
  • SNV will support all health facilities in the two RMs having birthing centres, by providing technical assistance on WASH services and facilities in birthing centres. This focus on functioning handwashing stations / handwashing points with running water and soap, as running water and hand hygiene in birthing centres is a significant factor to mitigate infection risks for midwives, all medical personnel, mothers and babies, during and after birthing.
  • SNV will support four health facilities in the two RMs with direct upgrade of WASH service and infrastructure. This will provide accessible water, sanitation and hygiene for women, children and people with disabilities, and will represent a model of inclusive and accessible WASH services in health facilities for future replication in other facilities or areas

Job Description

The consultant has to prepare a documentation on COVID-19 initiative that was implemented in health care facilities of two Rural Municipalities (Thantikandh Dailekh and Parsa, Sarlahi Nepal). The documentation will cover the highlights on process of interventions, success, challenges, experience of RM and health facilities representatives as learning from the COVID-19 response interventions (training, orientation, mentoring, construction of inclusive and accessible WASH infrastructure).

Target groups:

The major target groups of this initiative include, but not limited to, the following:

  • Health facility staff, expected to have improved knowledge on infection prevention process.
  • Health facility Quality Improvement Committees in two RMs expected to have improved capacity to monitor hygiene and other infection prevention practices,
  • Two RM-Quality Assurance working committees were expected to have on oversight on improved hygiene and other infection prevention practices across all Health Facilities in their Rural Municipality.
  • Four health facilities will have improved WASH infrastructure, whereby approximately 800 visitors can access to these facilities when visiting the HFs.

Scope of work:

The Consultant will be required to perform the followings:

  • Desk review of the project concept note, training reports, technical design of WASH infrastructure and other reports available related to activity accomplishment. (can be done from remote location)
  • Provide a framework for documentation of process and capturing the learning.
  • Conduct reflection meetings/consultation with project team at SNV Nepal, Local partner team Everest Club Dailekh and RWUA Sarlahi. (preferred online)
  • Conduct interviews/consultation with RM decision making representatives, health facility official to receive their experiences and commitment for sustainable use of WASH infrastructure and BCC practices. (preferred online)
  • Prepare a quality documentation consisting of the interventions process summarising the success, challenges, the learning and recommendation for local government and health facilities for further scaling up by 25th of September 2021.

Deliverable:

  • A detailed documentation on process of key intervention, capacity strengthening of RM and Health facilities with learning and recommendation for possible scaling up (approximately 50-60 Pages).
  • One blog as learning product (using SNV format)

Methodology:

The Consultant will support with an appropriate methodology to design structure of documentation and prepare a framework to capture the reflections from the project team, local partners, rural municipality, and health facilities. SNV WASH team shall give inputs and agree on the process, steps and confirm the stakeholders to consult or document to review.

The consultant will work closely with project leader, WASH Engineer and WASH Sector Leader to agree on the framework and accomplish the activities as mentioned in the scope of work above. S (he) will prepare and share the draft version of documentation with SNV WASH team (project leader RWSS) and incorporate the comments, inputs provided from the team for finalisation of documentation on project intervention process and learning on WFW COVID-19 new initiative.

Qualifications

  • The consultant should have excellent technical knowledge on documentation, learning paper preparation (in English version) preferably in WASH sector with at least 4- 5 years
  • Excellent analytical, writing and communication skills (consult should submit at least one latest report/document as sample)
  • Experience in conducting qualitative interviews online with district and local government officials (considering the challenges of limited travel opportunities created due to COVID-19);
  • Experience in GESI and disability inclusion, preferably in WASH.
  • Ability to meet deadlines
