Context:

Project Context and Scope

IOM – The UN Migration Agency technically supported the Government of Nepal in taking forward the Government’s priority areas by contributing to the indicators of DRRM National Strategic Action Plan with the financial support from USAID/OFDA/BHA through ‘Phase I – Technical Assistance’ and ‘Phase II – PARIWARTAN’ projects. IOM aims to continue its efforts to support all three spheres of the Government in achieving its 12 years national strategies on DRRM together with SDG 2030 agenda. In addition, the project will contribute to IOM's strategic vision of resilience and governance and regional strategy of active engagement in global development and promotion of stakeholder engagement.

Under the funding support from USAID/BHA IOM continues its effort in supporting the DRRM governance at all three spheres of the governance level. ‘Strengthening Institutional Knowledge and Capacity of Provincial and Local Governments to Embark on Disaster Risk Management Actions and Implementation (SIKAI)’ project has an objective to contribute to the Government of Nepal’s effort in enhancing resilience to future shocks and stresses and mainstreaming risk reduction, preparedness, and response by providing the selected provincial and local governments with information, tools, skills and knowledge. The project focuses on one outcome and three outputs to be achieved over a period of 18 months as described below. The project will be implemented under the overall leadership of the Ministry of Federal Affairs and General Administration (MoFAGA), Ministry of Home Affairs (MoHA) and National Disaster Risk Reduction and Management Authority (NDRRMA) at the federal level and Ministry of Internal Affairs and Law (MoIAL) at Sudur Pachim Province and Karnali Province.

Under output 1 and 2 – The consultant will be offering their expertise to assist the project team including senior DRRM advisor in drafting and providing inputs into periodic plans recommendation to the provincial planning commission. Specifically, under output 2, he/she will be holding consultations with the provincial governments to draft provincial-level CCCM contingency plans for monsoon and earthquake in alignment with national and international policies and frameworks.

Under the overall supervision of the Chief of Mission and the direct supervision of the National Program Officer, the successful candidate will be responsible for facilitating the consultations and drafting of the plans, policies and guidelines at the provincial for enhanced preparedness, response and effective collaboration in disaster management. The project will be strengthening the past momentum created by USAID/BHA phase I and phase II project where, different spheres of government were sensitised and trained on integrating and advocating for effective DRRM in the governance.

Core functions / Responsibilities:

Tasks to be performed under this contract:

  1. Provide inception report and conduct meetings with project team members for the planning and execution of activities in first week of April.
  2. Conduct meetings and consultations with provincial governments and cluster members to solicit feedback and draft provincial-level contingency plans in second-third week of April.
  3. Revisit and finalise Provincial Camp Coordination and Camp Management (CCCM) Monsoon Contingency Plan and draft and finalise Provincial Camp Coordination and Camp Management (CCCM) Earthquake Contingency Plan for the Karnali and Sudur Paschim Provinces by second week of May.
  4. Follow up meetings and hold consultations with relevant stakeholders, cluster members and government entities for the finalization of contingency plans. A minimum of four consultations, with 2 in each province, will take place, with the inception/first consultation scheduled for the second-third week of April and the final sharing consultation planned for the last week of May. A minimum of ten meetings, with 5 in each province, will take place from the second week of April to the final week of May.
  5. Prepare a comprehensive replication guideline and strategy document that also highlights the key findings, successes, challenges, and recommendations by second week of June.

Performance indicators for the evaluation of results:

a) Consultation reports by first week of June.

b) Provincial Monsoon CCCM contingency plan in English and Nepali by second week of May.

c) Provincial Earthquake CCCM contingency plan in English and Nepali by second week of May.

d) Replication guideline and strategy document for the consultations conducted and plans/policies/guidelines drafted or produced under this consultancy by second week of June.

Required Qualifications and Experience

Education/ Experience/Skills

  • Master’s degree in a relevant field such as disaster management, environmental science, public policy, or a related discipline. 
  • At least 6 years of proven experience in disaster response and Camp Coordination and Camp Management is mandatory.
  • Familiarity with disaster management frameworks and international guidelines.
  • Excellent communication and presentation skills to convey DRR policies and strategies effectively to diverse audiences.
  • Interpersonal skills to build relationships and collaborate with government agencies, local communities, and other stakeholders.
  • Cultural sensitivity and adaptability to work in diverse settings and regions.
  • Strong analytical, writing, editing and communication skills. 
  • Fluency in both written and spoken Nepali and English. The reports will be developed in both English and Nepali languages.  

Languages

English and Nepali is required. Working knowledge of any other local language is an advantage.
