The International Organization for Migration is seeking qualified Nepali nationals for the following consultancy based in Kathmandu.

General Background

The International Organization for Migration (IOM) Nepal is implementing a project titled “Strengthening government’s capacity of selected South Asian Countries to address the Health of Migrants through a multi-sector approach”. This is a Regional Project being implemented within Nepal, Bangladesh and Pakistan. The purposes of the project are: (1) conduct an in-depth assessment to assess health vulnerabilities of inbound and outbound migrants, including their access to health and other social services, a mapping of governments’ responses to address these vulnerabilities, and to come up with recommendations for action; (2) support the Ministries of Health in the three countries to develop strategic action plans to address the health of migrants using a multi-sectoral approach based on research findings and best practices.  

Nature of the consultancy:Development of National Strategy Plan of Action on Migration Health with time frame for three months from March to May 2015. 

Objectives:

To review policy and strategic documents and develop a comprehensive National Strategic Plan of Action for promoting health of Inbound and Outbound Migrants in Nepal in close collaboration with Ministry of Health and Population and other key stakeholders. This national strategic plan will act as a basis of developing national response (programmes) to the health issues of migrants and backstop further advocacy for a separate national Policy on Migration and Health.

Task to be performed: 

1. Work closely with relevant IOM staff including policy and programme adviser in developing work schedule, methodology and processes including identifying key stakeholder to be included in the scope of work 

2. Review of related literature and policy documents including the research report for the Baseline Assessment conducted by IOM Nepal and review international and regional relevant practices to protect health rights of migrants. The desk reviews shall include:  

  • Research publications (published and unpublished) 
  • Relevant government health and migration policies/ strategies;
  • Relevant reports and statistics related to health and migration;
  • Legislations/ acts relating to health and migration  
  • IOMs internal documents i.e. reports, evaluations, etc. to determine both the organization's strengths and weaknesses

3. Consult with Ministry of Health and Population (MoHP), Ministry of Labour and Employment (MoLE), MoHP, Ministry of Foreign Affairs (MoFA), National Planning Commission (NPC) and other major stakeholders involved in issues of Migration and Health.  

4. Develop a Draft National Strategic Plan on Migration and Health in collaboration with MoHP and other stakeholders.

5. Conduct a validation/ consultation workshop with major stakeholders including NPC and migrant rights groups to disseminate the National Strategic Plan to review and endorse (validate) the final version of the national strategic plan of action.  

6. Finalize the National Strategic Plan and submit to the MoHP.

Required Qualification and Competencies:

Education:

Master’s degree in Public Health, International Health, Business Administration or other related field from a recognized institution; Doctorate degree is preferable.

Professional and Related Experiences:

  • Experience in developing Policy and National Strategic Plans, preferably in health;
  • Experience in policy research is desirable;
  • Proven skill/experience/analysis on gender and health is essential; 
  • English proficiency with excellent written and communication skills is a must; Excellent analytical and negotiation skills; and 
  • Excellent time management and ability to produce outputs as per agreed deadlines.
