Terms of Reference
For Preparing Video Documentary on the Nepal Earthquake Response/Recovery in Nuwakot
Background:
Oxfam has been working in 9 VDCs in Nuwakot district after the 2015 earthquakes to provide humanitarian assistance to the most affected population. In partnership with local organization, Oxfam has been working in different sectors to provide support in the areas of livelihood, disaster preparedness, water sanitation and hygiene, and shelter mainstreaming gender in each of these sectors.
Objectives of the consultancy:
The objective of this assignment is to video document activities Oxfam is carrying out in partnership with local organizations to bring positive changes in the lives of the people of Nuwakot.
Methodology:
The consultant should coordinate with Program Manager and Deputy Program Manager to develop an itinerary to shoot activities in the respective places. The maximum allocated days in the field will be 5 days for each sector (maximum 25 days in field). The total working days for the consultancy will be approximately 2 months i.e. from 1st January to 4th Week of February 2017.The Consultant should propose a detailed work plan schedule which will be finalized later with Oxfam.
Output/ Deliverables:
- Present 2 version of final documentaries, a complete 10-12 minutes overall documentary, and another short version of 2-3 minute ensuring coverage of all thematic programs (WaSH, EFSVL, Shelter, Gender, and DRR),
- Submission of final videos in a hard disk
- Raw footages from: Betini, Gaunkhark, Thaprek, Rautbesi, Madanpur, Samundradevi, Kharkbhanjyang, Buddhasingh, Samari, Ralukadevi and Shikharbesi VDCs of Nuwakot district.
- The videos should include authentic background score/music, and include graphics where possible
Timeframe:
The total estimated time with editing and field visit will be implemented over an estimated 60 days between January and February 2017 in different phases. Below is the suggested timeline:

Eligibility Criteria:
The Lead consultant should have at least Bachelor’s Degree in a relevant field with five years of experience on audio-visual recording, editing, and media production; clear understanding of the technical aspects of video making process and understanding of social/humanitarian development field.
Payment Modality:
The consultant will receive 30% of the total immediately upon the signing of the contract and the remainder of 70% on the completion and submission of the final report to Oxfam.
TAX:
Applicable tax will be applied to as per the policy and guidelines of Oxfam and Government of Nepal.
Budget Breakdown:
The consultant will submit the total budget breakdown.

The consulting institution/firm should submit a proposal to Oxfam including a sample documentaries that he/she made by December 26, 2016 via mail to recruitment_nepal@oxfam.org.uk clearly mentioning the title of assignment in the subject line with following attached documents:
- Company registration certificate
- VAT registration Document
- TAX Clearances Certificate
- CV of the Lead consultants
- Total budget breakdown
- Short technical proposal
- At least two sample works
Note: The interested consultant/firm will be kept in our roster for similar future consultancy requirement.
