Terms of Reference (TOR) for Consultancy Service

To prepare Disaster Preparation and Response Plan (DPRP)

1. Background: 

Sustainable Agriculture or Environment and Water Source Conservation Center (SAEWCC) Dailekh has been implementing the program named “Building Hope Along the Karnali River Basin (BHAKARI)” in 5 Palikas of Dailekh district in partnership with Mercy Corps Nepal, and with funding from the USAID's Bureau for Humanitarian Affairs (BHA) with a goal to enhance food and nutrition security, reduce future humanitarian caseload, and improve the resilience of communities to recurrent shocks in Dailekh district in the Karnali River Basin area. 

For the implementation of the project activities therefore, SAEWCC-Dailekh invites for the Expression of Interest (EoI) for the consultancy service to prepare the “Disaster Preparedness and Response Plan (DPRP)” from interested consultancy firms/service providers.

2.  Objectives: 

The main objective of this consultancy is to update/prepare the “Disaster Preparedness and Response Plan (DPRP)” in working Palikas of BHAKARI program. The DPRP will support the local government including other humanitarian agencies working in local level for better preparedness and effective emergency assistance includes the actions and guidance that must be taken immediately before, during and after the disaster. The following are the associated objectives of this consultancy. 

  • Collect and review the secondary information and data related to the disaster impact, preparedness and response effort from respective Municipalities/Rural Municipalities 
  • Facilitate the workshop and Focus Group Discussions (FGDs) during the development process of the DPRP 
  • Recommend preparedness and response actions for each highly impacting hazards 
  • To aware and make common understanding about roles and responsibility of the concerned stakeholder and create a concrete network to fight against possible happening disaster and its effect 
  • Recommendation for enhancement of preparedness and response system of the Palikas 

3. Location(s): The consultant must prepare/update the existing DPRP of Dullu Municipality, ChamundaBindrasaini Municipality, Aathabish Municipality, Bhairabi Rural Municipality, Thatikath Rural Municipalityincluding DPRP of Dailekh district. (In total 6 DPRPs). 

4. Qualification of Consultant/s or firm

Consultancy firms Service providers fulfilling these criteria are eligible to apply for this consultancy service:  

  • Demonstrated experience in working with the local governments to conduct Vulnerability and Capacity Assessment (VCA), preparation of Local Disaster and Climate Resilience Plan (LDCRP), Local Adaptation Plan of Action (LAPA), Local Disaster Risk Management Plan (LDRMP) and Disaster Preparedness and Response Plan (DPRP).  
  • Past experience of developing DPRP at the District and Palika level will be an advantage.
  • Excellent stakeholder engagement skills and ability to coordinate with diverse stakeholders such as public organizations, private sector actors and community level organizations. 
  • At least 5 years of working experience in Disaster Risk Management (DRM) sector and preparation of LDCRP or LDRMP or DDRMP or DPRP (at least one plan) as a lead consultant.  
  • Excellent analytical and communication skills, writing skills in Nepali etc.  

5.  Consultant Activities: 

The consultant/s or consulting firm should adhere to Disaster Preparedness and Response Plan Formulation Guideline (Revised, 2076)  (http://drrportal.gov.np/uploads/document/1608.pdf) for the preparation of the DPRP. The assignment will be undertaken through (but not limited to) desk review, consultation with project team and partners, municipal authorities, communities through key informant interviews, focus group discussion and/or utilization of participatory assessment tools along with scientific tools (as required). The consultant in the proposal shall clearly outline the process, methodology and tools to apply for the preparation of DPRP. 

6. Consultant Deliverables:

The consultant/s or consulting firms are expected to deliver high quality DPRP documents to the Municipal Government.  The other deliverables and payment schedule are presented in the following table. 

  • Inception report including analysis of secondary data and information for the respective Palikas, Work Plan, Timeline and Outline for the Disaster Preparedness and Response Plan (DPRP).  
  • Draft copy of the Disaster Preparedness and Response Plan (DPRP) for the review and feedback to SAEWCC-Dailekh/ Mercy Corps Nepal team and the local Government/Palika. This draft should present highlights of the key natural hazards and reoccurring shocks and stresses. Recommendation for the better preparedness and emergency response actions.  
  • Final copy of the Disaster Preparedness and Response Plan (DPRP) assessment incorporating comments, feedback and review from Mercy Corps Nepal and the local Government/Palika’s for endorsement of the DPRP.

The Consultant will report to:

The consultant will report to the Program Coordinator and District Coordinator of BHAKARI Program/Mercy Corps Nepal.  

The Consultant will work closely with: DRR- Officer, Supervisor, Program coordinator and other relevant BHAKARI consortium members.  

7. Work Schedule: 

A detailed work schedule needs to be developed by the consultant.  

8. Required documents: 

  • Letter of interest for Consultancy Service 
  • Both Technical and Financial Proposal 
  • Copy of Legal Documents like: PAN/VAT, Updated Tax Clearance Certificate & Registration Documents etc. 
  • Self-Declaration  
  • CVs of professional personnel proposed for the service 
  • Experience Letter for preparing DPRP 

9. Ineligibility criteria 

Tenderers falling into any of the following cases are excluded from participation in the procurement procedure: 

(a) They are bankrupt or being wound up, are having their affairs administered by the courts, have entered an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations.  

(b) They have been convicted of an offense concerning their professional conduct by a judgment that has the force of res judicata.  

(c) They have been guilty of grave professional misconduct proven by any means that the contracting authority can justify.  

(d) They have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority or those of the country where the contract is to be performed.  

(e) They have been the subject of a judgment that has the force of res judicata for fraud, corruption, involvement in a criminal organization, or any other illegal activity detrimental to the Communities' financial interests.  

(g) They are engaged in the exploitation of child labor. 

(h) They do not respect their employees’ basic social rights and working conditions. 

Bidders must sign a written statement (self-declaration) with their bid documents that they are not in one of the situations listed above. 

10. EoI submission condition and process:
