The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). Summary

General objectiveTo conduct a qualitative study and develop knowledge of products that document the process of Community Engagement and Accountability (CEA) integration and institutionalization within NRCS, highlighting its impact on programs, projects, and services.

Deliverable/outputs of the study

i. Inception Report

  • Detailed methodology, timeline, and proposed structure for all deliverables (including documentary and videos).

ii. Comprehensive analytical report on CEA integration and institutionalization processes which include:

  • Assessment of the impact of CEA integration across NRCS programmes and services, highlighting how CEA approaches have influenced programme quality, accountability, community trust, participation, and service uptake.
  • Identification and documentation of best practices, challenges, and lessons learned, based on evidence from project implementation, stakeholder consultations, and organizational systems.
  • Analysis of the CEA institutionalization process and journey within NRCS, including progress achieved, enabling and hindering factors, and areas requiring further strengthening to sustain institutionalization.

iii. Knowledge Products

  • A visually appealing knowledge booklet summarizing photo stories, testimony of the community members and volunteers. (A4 size, multi color,) approximately 20 stories covering emergency response, core service and Project and program including photos) 
  • An Infographics and summary briefs of key findings for easy dissemination on journey of CEA institutionalization and CEA integration.
  • Five (05) Short videos (up to 2 minutes)- from Kailali, Bajura, Rupandehi, Bhaktapur and Ilam highlighting best practices and impact stories including voice of CEA focal points, community members with subtitles (Nepali & English) and sign language to make it more disable friendly.
  • One (01) 8–10-minute (documentary videos of CEA integration and Institutionalization in NRCS with subtitles (Nepali & English) and sign language to make it more disable friendly possibly form all mention district above and HQS. Videos to be collected from al the locations mentioned above.
  • One (01) study showcasing how the Nepal Red Cross Society (NRCS) has integrated Community Engagement and Accountability (CEA) across key thematic and operational areas including best practices and lesson learned and key challenges. 

iv. Validation Workshop

  • Presentation of findings and draft products to NRCS and stakeholders for feedback and endorsement. 

v. Final submission:

  • Final impact study reports including case studies, knowledge products, and videos in print-ready and digital formats.

1. Background 

The Nepal Red Cross Society (NRCS), established in 1963 and recognized by the ICRC in 1964, is the largest humanitarian organization in Nepal with a nationwide presence in all 77 districts, supported by more than 1,508 SubChapters , 5,410 Junior Red Cross Circles, and 865 Youth Red Cross Circles across the country. Governed by a Central Executive Committee and strengthened through Provincial Committees and District Chapters, NRCS has developed a robust volunteer and service delivery network, including 117 blood transfusion centers, 272 ambulance service stations, 12 warehouses, and two eye hospitals with extended eye care centers. As envisioned in its mission and the 8th Development Plan, NRCS prioritizes democratic, transparent, and participatory humanitarian action, aligning closely with its National Society Development (NSD) Plan 2020–2025, where Community Engagement and Accountability (CEA) is identified as a core organizational priority. With over 1 million registered members and extensive community outreach, the NRCS structure enables strong grassroots engagement and accountability mechanisms, making it well positioned to  scale CEA initiatives across programs and services nationwide

Nepal Red Cross Society (NRCS), with the support and collaboration of the British Red Cross and the International Federation of Red Cross and Red Crescent Societies (IFRC) and other PNS is advancing its efforts to strengthen Community Engagement and Accountability (CEA) across its regular programmes and services. Over the past 12+ years, NRCS has undergone a gradual yet significant journey in institutionalizing CEA, reaching a stage where a comprehensive review and analysis is both timely and valuable.

Aligned with its One Country Plan and guided by the “Road Map to CEA Integration and Institutionalization,” NRCS aims to further embed CEA approaches throughout its organizational systems, processes, and programmes. This consultancy will contribute to achieving these objectives by providing an informed, evidence-based understanding of NRCS’s current CEA progress, challenges, and future needs. based understanding of 

  • Outcome 1: Understanding and capacity of Community Engagement and Accountability are strengthened at all levels of NRCS
  • Outcome 2: Feedback and complaints mechanisms are in place to manage community feedback 
  • Outcome 3: Community Engagement and Accountability is systematically integrated into NRCS Strategic documents, plans, programmes/projects and services.
  • Outcome 4: Adequate resources, including funding and staff, are allocated to institutionalize and implement CEA
